In securing the only railroad m the Island of Luzon, and the only one in the entire Philippine group, our army gains a permanent nd Tantage that may be called con clusive. This railroad runs due north from Manila to Dagupan, a distance of 130 mile;, in the central latitudes of the island and through a thickly settled, productive valley region. It is tbe main inland artery of Manila and gives us control of tbe last of tbe main communications of the city. Tbe occupation of Dagupan means the possession of another leading seaport and railway terminus Tortunately, tbe railroad has not been seriously damaged. Tbe larger stations will be garrisoned, strong stockades built to protect bridges and troops stationed at strategic points east and west. It will soon be beyoDd tbe power of guerrilla parties to materially interfere with this line. They will find the bridges guarded, trains will run with an armed escort, and tearing up a few Tails is & damage so easily repaired that it is Dot worth the risk and labor. The possession of tbe railroad enables us to re-enforce any point along its route in a few hours and to send out converging detachments at a moment's notice. Nothing is left lor the eneruy but to march on foot, and they have no transportation ex cept buffalo carts. A few hundreds or thousands may collect again at some rendezvous, but tbe chief pur pose will be to prey on tbe inhabi tants. Tbe time has passed to dis pute seriously the sovereignty of the United States. Nearly 1 0,000 more troops are on the ocean bound for Manila. All tbe islands will receive attention during tbe dry season now at band. Tbe Tagal failure will go far to quiet them. Aguinaldo re cently advised tbe insurgents in Fanay to break up into bands of forty and carry on a guerilla war. The same policy may be adopted in Luzon. But guerrilla operations without horses are not apt to last long. We have seasoned cavalry trained to ffgbt Indians, mounted on fast and tough ponies. Tbe Tagals, like most of tbe tribes of tbe far East, are without horses. Guerrillas prowling about on foot and opposed by cavalry are soon wiped out. A few lessons will dispose of the bands offorty. Their style of hostilities is merely bushwhacking, not serious war. Several recent dispatches have nentioncd the fact tlmt our troops are welcomed as they advance, and that the native have not thought it werlb wWile to run away from their boM. Tkis marks a significant ebfcage is tbe disposition of the people. 'It is clear that they are tired of the insurgent nrmy and anxious to settle down to business. Luzon is a center of fnirlj' profllnblc industries. Its abundant hemp is cspcciall in demand nnd at the highest figures known. The insur rection has gone to pieces nnd prob nblj not one person In fifty in Luzon is in favor of further warfare. High praise is due to every brigade of the army engaged in this advance. It was begun with the idea that the heavy rains were over and to lake up position for tbe final campaign. But the movement once started went steadily on in spite of a flooded couutrj.
