THE PARDON OF DJIEYFVU.
The Pardon of Dreyfus must be
chiefly attributed to the influence of
the commercial spirit of France, and
especially of Paris, says the Tele
glim. The intimations that civilized
countries all over the world mi"ht
keep away from the Paris exposition
next year sobered even the generals
Then the' and Dreyfus' judges,
knowms their case against him was
not proven, were willing that he
should be pardoned; doubtless rec
ommended it; because his formal
conviction was their formal acquaint
ance, with which they were fain to
he satisfied, and the1 desire the
matter to rest and be forgotten.
Hence there was no difliculty or
danger in the government's way in
the matter of issuing a pardon.
In tiie eyes of al! the world it is,
to all practical intents and purposes,
an acquittal. The military court had
to go through the form of convicting
Dre3'fus in order to forestall further
investigation and uphold the army
chiefs; that done, it is practically
conceded that Dreyfus is really in.
nocent, and he is turned loose. This
is a queer sample of justice, but it is
the best that could be devised from
the French point of view. Dreyfus
will be wise if he shakes the dust of
France from his feet and seeks em
ployment in some other country, for
in none will he be regarded as guilty
of the crimo of which he was con
victed. Preliminary figures on naval esti
mates have recently been given out
which cannot fail to prove of public
interest. The largest item is $18,
000,000, which comes under the
head of "increase of the navy," and I
includes many necessary items or
expenditure. A good navy is an
expensive institution. It is not a !
luxury, but a yearly increasing neces- j
sity. The increase of our navy has j
been rapid in recent years, and its'
cost has been enormous. Yet it has
"been worth all that it has cost, as the
events of last year fully proved.
This is no doubt tho verdict of the
American people, including the
coterie of "antis" that formed n
mutual admiration society with head
quarters at Huston, The best public
judgment will no doubt al90 favor
tho completion of the vessels now'
under way with the best materials
that can be obtained. 'Whatever
may be tho popular vtrdlct in re
gard to creating n large standing
army, the necessity of maintaining a
first-class navy is acknowledged on
all hands. Oreuonian.
Governor Rogers of Washington
describes "the laborei" as "the man
who works with bU bands," and em
phasizes it by declaring that "manual
labor is the only labor." There arc
times when we nre forced to believe
that the grey matter in Governor
Roora' head is the poorest kind of
slush. Mental labor ia as important
and as productive to men as manual
labor. A shortage in mentality is
considered more of a loss to a laborer
than a physical deficiency, says the
KastOregonian.
