and General Felix Angii3 called on
the president 3 cstcrday, and formal
ly protested against the assignment
of Admiral Schley to command the
South Atlantic station, on the ground
that it was not commensurate with
Lis dignity and the services he had
rendered during the Spanish-American
war.
The Spokesman-lieview says: It
is hoped that the president will ignore
this protest, und inform the Maryland
delegation that "pull" is no longer
Tccognized in the army or navy, and
that if Schley is designated for the
South Atlantic squadron he must go
there.
It is perhaps right that a wotth'
officer in the army and navy should
"be given a detail that is congenial,
"but if this work of assignment is to
be superintended by outside friends
"who have-influence, the secretaries
of war and the navy might as well
relinquish their portfolios. One of
the gravest charges brought ngamst
the administration dining the war
was favoritism. The impression
seemed to be that important com
mands were to be distributed ac
cording to the influence behind the
applicants. The result is that if a
man doesn't like his job he asks his
friends to object, and there is n
transfer.
This lack of firmness and disposi
tion to placate has been the cause of
aiearty all the arm' and navy troubles
during the past few yenrs. Men
who have pressure behind them get
the good places, and others equally
deserving are given tho undesirable
details. Thus it happens that Joe
"Wheeler, who has not been given a
conspicuous place at the Philippines,
whines about being ignored, and
asks to be sent home.
It will bo a good thing for the
service if Schley is sunt where his
friends say he should not be sent.
Public flutter' leads many good of
ficers to believe that thoy nrc as
important in the public estimation
as in their own, and it will be a good
idea to bring them to a realizing
sense of their mistake. Above nil,
it is desirable that the departments
lie run by -vlielr heads, and not by
outsiders.
A FA HUE It' S MONTH.
September, for the past two weeks,
lias made up splendidly for tho un
propitious August, says the Telegram.
Ho far it has been a month to make
the farmers' , hearts rejoice. Out of
tho nettle danger they are plucking
the flower safety. Instead of con
templating imminent failure, tbev

ing what teemed inevitable loss, they
are gathering and storing golden
gains. Their prospects have cleared
up with the sky and the atmosphere.
Just now the arc tired, but they arc
hnppy. With another week or two
of this glorious September summer
weather, they will be ready to laugh
at rains and winds. They will have
secured at least tho grcnter part of
an average crop, anil their Oclds and
pastures arc in fine condition for fall
utilization. Ikhold how brief a spell

gon a paradise.
