The task of the Americans in the
Philippines is to establish peace and
diffuse civilizition among the savage
and barbaro:.s peoples of the Philip
pine archipelago and then to gradual
ly lead them into the ways of self

was confronted with a higher and at
the same time more difficult duty in
its dealings with inferior races, and
the duty will be performed with
courage, intelligence and tact.

The United States is hearing these
days, from all quarters of the world
something about the responsibilities
"which civilization, power and oppor
tunity thrust upon a nation, says the
Globe-Democrat. A newspaper pub
lisbed in Rome declares that the
disturbances in Santo Domingo and
one or two of the Central American
republics impose a duty upon the
United States of exercising a protec
torate over Cuba until that island
gets the knowledge of self-government
sufficiently thorough to enable
it to avoid the spectacles made by
other peoples of its race on this
continent. One of the London papers,
Obe Speaker, saj-s that "whether the
American government is popular m
xne ruuippme isian.'is or not, it is

ministration."
This is the view of the world re
garding America's duties and respon
sibilities at the present time. These
duties cost some sacrifices in life and
money, but they have to be per
formed in the interest of civilization
Upon the white races, and principally
upon two or three families of these
races, will devolve the government
of all the barbarous or half-civilized
peoples. Asia is partly parceled out
among three or four of the powers of
Europe already, and Africa is almost
wholly divided up among them and
among a few small independent or
quasi-independent countries like the
Congo Free State, the South African
Bcpublic and the Orange Free State,
whose governments are mn by white
men. The islands of the sea are
cither all under the control of a few j Co
of the great nations or are likely to ,
