That Is about the only solution that will come out of the present difficulties. Great Britain has aKvays asserted its suzerainty over the Transvaal re-. public, and even after the war of l 1880-81, which resulted so disas trously to the British arms, pence this concluded cn the basis of a British protectorate, but granting the Boers local self-government. While the United States is not so largely interested as Great Britain, we have still quite a number of former citizens there, some of whom have been maltreated and whose legitimate enterprise has been ham pered by the narrow, selfish nnd tyrannical policy of the Boer govern ment ; hence we should sympathize with the British demands for fair franchise regulations. The United States has always provided liberal naturalization laws, and this is the correct policy for nuy new and un developed country. The Boers, how ever, seem disposed to flock by themselves and to monopolize a vast region of the earth, especial rich in mineral wealth, to their own non-j . . ' progressive methods, iiati it not been for the "uitlanders," as they call the foreign residents, the gold nnd diamond mines of Bocrland would never have been developed. The country would have remained in a condition about as primitive as that of the regions of Asia occupied by the herdsmen tribes before the dawn of civilization. In this country the Moimons, under the leadership of Brigbam Young, tried to pursue about the same policy nnd prevent the development of the mineral riches of Utah. Many miners were murdered nnd Gentile emigrants were massacred by bands of' Mor mons disguised ns Indians. But in the end the Mormons had to yield to the forces of civilization, as the Boers will. The Boers killed and drove out cr Bubdued the native Africans because they wanted their country, and when they had obtained it they settled down in a mode of life only a little more progressive and civilized than that of the aborigines. The excuse for taking the land of the aborigines iu America nnd in Africa is that they would not improve it, and that the growing population of the world will not admit of vast tracts being sparsely occupied and held back from civilising influences by a few nomadic aavagefl. The Boers exercised tl'iu superior right of civilization in taking possession of the country of the Africans, and thoy cannot justly eosaplain if a more progres&ive and alerprUing race demand that they liMMKlvea shall cease to stand In the pathway of the utilization of natural resources. That is the whole Boer controversy in a nutshell. The Boers desire to monopolize their country for grazing and snub limited agriculture and primitive manufacturing as they choose to carry on. Enterprising outsiders or "uitlandeis" have pushed in, attracted by the marvelous min eral riches and field for various enterprises, and demand an oppor tunity to work and thrive. They have as much richt there as the Boers had originally. All they ask now is the right of naturalization, equal tax ation and equal privileges of citizen ship after they have complied with reasonable lesidcnlial requirements.
