GOOD PRICES FOR WHEAT.
If the rains do not interfere harvest
in the Inland Empire this year will
yield within twenty per cent of the
total of last year. The Spokesman
"Keview sa-s : If conditions do not
change, spring sown wheat ma be
depended upon to even increase the
estimated yield. The farmer natural
ly begins to figure upon the sale of
his wheat as soon as he is assured
that the growth on his fields will be
transferred to the warehouse. At
this time the outlook for a good price
is -"lowing. Crops in Russia and
lioumania tire not promising, while
in India rains are needed to bring
the yield of that section up to the
average. Argentina may have a
"better yield than for
past, but that crop
upon weather which
uncertain than in the
several years
is contingent
is even more
Pacific nortli-
west. California has had a poor year
ngain, while the Mississippi and Mis
souri valie' grain sections, excepting
in Kansas and Nebraska, promise o
crop far below the average.
Fifty cent wheat is therefore a
probability when all the Inland
Empire wheat has been sacked, and
nt 50 cents the grain grower makes
a splendid profit. If he holds his
wheat for better prices it is a gamble
and he ma' come out loser. Last
year's crop averaged a little more
than 50 cents, but thousands of
bushels were sold nt less than 50
cents, nnd some of last year's crop is
still in the warehouses.
While it may be somewhat pre-

when to sell nnd at what price, ex
perience has proven that the farmer
"who accepts a fair offer makes more
In the long run than the one who
expects to sell nt the top notch.
The Oregon Press Association is
to hold its annual meeting at Astoria
tins weelc. It is stated that a reso
lution is to he presented asking for
the appointment of a committee to
flraft a bill, to he introduced in tin
next legis'aturc, requiring a man to
-
pass an examination before bei
permitted to engage in the ptibli
lion of a newspaper in Oregon, says J
the Eust Oregoninn. Of course, if'
the measure becomes a law it is not
to effect thoso already engaged in
the newspaper business in the state.
This effort is on a level with the
legislation that has been secured in
the interests of the other "pro
fessions," the law, medicine, barber
ing and blacbsmithing. It is special
legislation in its worst form and un
worthy of the support of intelligent
and self-supporting men. It would
Imve tbe law declare what constitutes
s sewspaper nan, not allowing this
to fci determined by the oharac ter ot
liis work, nor by tbe intelligence of
those who are in tbe habit of support-,
ing newspapers. It interferes with
personal rights. Those who ndvocntc
it nrc on a par with the boy artist
who, nftcr drawing something that
loolietl like n horse, wrote under the
sketch, so no mistake could he made,
"This is n Horse." And so there
are newspaper men in Oregon who
would have the law declare "This is
a newspaper man." When newspaper
men ate deficient in ability nothing
the law can do can "save" them,
while those who nre efllcicnt nrc not
in need of any protection such a
measure can give them. Why not
have a law passed declaring that all
newspaper men should take a bath
and change their clothes at least once
a week? Doubtless such a law
would do more good for the "pro
fession than the one proposed. At
least it would be more sensible.
