COLUMBIA RIVER BOUNDARY.
The commission which was author
ized by the states of Oregon and
"Washington to determine tbe state
"boundary has commenced its labors
says the Review. "The matter which
it has to determine and report upon
to the legislatures of the two states is
an important one and should have
"been settled long ago. While the
Columbia river is supposed to sepa
rate Oregon and Washington at least
from Wallula west, the exact line of
demarkation has never been laid
down or definitely agreed upon.
"This lack of a definite boundary
has resulted in many complications
as to the rights, titles and interests
in tide lands, and a great deal of
litigation would be inevitable so
long as the matter remains un
adjusted. The question of police
jurisdiction has been one sadly in
volved for many years. The flshinp:
industry has grown to enormous
proportions and the opportunities for
a clash of authorities have increased
with time. There have been differ
ences us to the territorial extent of
the authoritv of the fi3h commission-
era from each state, and out of these
Lave grown conflicts as to collecting
lioenses and the. general enforcement
of fishing laws which the two states
have never been able to make uni
form.
'The settlement of the exact bound
ary line will so clear up matters as
to prevent many troubles arisiDg in
tbe future. The Columbia has foi
years been nn outlet for Oregon
people and Oregon produce. Its
river transportation lines were origi
sally Oregon corporations. The
early cannery men were from Oregon
and their business is now done with
the' Oregon metropolis. Oregon,
therefore, has not unnaturally re
garded the Columbia as an Oregon
river. As a matter of fact it is not.
