After a season of summary justice
at the Lands of mobs, Governor
Candler of Georgia has issued an
appeal to the people of that state to
rtand together and suppress the
Tiolenee which is rapidly destroying
the good name of the common
wealth. He asks that the people
uphold the courts and allow them to
to deal with wronsdoers, rather than
permit lawlessness, in the form of
lynching, to prevail.
There is no doubt that lynching in
Georgia has at last reached a degree
of frequency and of savagery where
il is incumbent upon the law-abiding'
is that they have grown out of the
brutality ot the people, as well as
out of the brutality of the crime
committed. It is idle to charge
these crimes to the technicalities and
delays of the law, as might be done
in some of the northern states. There
has never been a case in Georgia
where the law has been allowed to
take its course in which the courts
hive not awarded prompt and esact ; fj
justice. The mob does not excuse
the rape fiend because the law can
not be trujted to do it. The posi
tion of the mob is that the law shall
not do it, not because the law is not
sure enough for him, but because he
i3 not good enough for the law and
because the mob is not willing for
his victim to give public testimony.
The question cannot be settled by
the Georgia people by any more law
making. The law is all right, and it
will be enforced if the mob allows
i that to be done. What the law-
abiding people must do is to give
their moral support to Governor
Candler. A better sentiment must
be built up. They must learn that it
is well not to substitute mob violence
for law, for that is setting off crime
against crime crime that diminishes
respect for all laws among all people.

in a greater respect lor the law with
out allowing any man guilty of crime

tion of the state for humanity and
civilization and its business interests
to suffer. There hare now been 77
cases of lynching in the United
States since January 1, 1 SOD, and of
these 22, or nearly one-third have
occurred in Georgia. There have
been 75 cases in the South, the North
having contributed but two to the
total. Of these 77 victims GO have
been negroes, 59 of whom were
lynched in southern states. Of the
22 cases in Georgia all hut one were
colored men. Three men were
lynched in February, five in March,
two in April, one in May, two in
June, and eight thus far in July. To
make the showing complete, the
alleged crimes for which these 22
persons were lynched were as follows:
Incendiarism, 5; robbery 5; alleged
xape, 3; alleged complicity in murder,
3; rape, 1; murder and rape, 1;
murder 1 ; resisting arrest, 1 ; race
prejudice, 1 ; using violent language,
one.
The governor in his appeal well
says: "The mob often makes mis
takes and the innocent are made to
suffer with the guilty. It never
"knows where to stop, but after pun
ishing the guilty, drunk with the
blood of one victim, it thirsts for the
blood of another, and often sacrifices
on the altar of vengeance those who
are guiltless of an- crime. "We must
away with the mob." He might
have added in the words of Dupont
Guerry, who recently spoke before
the Georgia Chautauqua : "Lynching
once established readily extends to
crimes not ot finally contemplated,
and, unless restrained, ultimately to
acta not crimes. The diabolical
crine referred to is not only the
direct cause of much of our lynching,
