ports to the department of state that
'Ihe United States should adopt the
agencies adopted by European
nations in attaining their supremacy
in these markets, viz., steamships
under our own flag, banks under our
own control and business bouses
under distinctively American man
agement." This is a sample of the
paternal school of trade. But Mr.
Hill's own report sets forth that
"exports to Brazil have fallen off
Bince 1890 from every one of the
principal countries, with the single
exception of the United States. The
reduction is as follows: Great Brit
ain, 18.5 per cent; France, 28.C:
Hamburg, 21.2; Belgium, 03.5; Ar
gentine Republic, 11.1; Uruguay,
27.8, and Portugal, 1G.7 per cent.
The only increase was that of 1 3.4
per cent for the United States."
Mr. Hill, or rather the report in lhe
Brazilian Review, which he incorpo
rates into his report, shows that the
coffee exports varied little from 7C
per cent of the imports; from 1804
to 1898 the coffee exports declined
from 24,000,000 to 14,000,000,
and the imports had to fall off in
about the same ratio. If our exports
to Brazil increased in a period with
in which our reciprocity treat' was
abrogated, and during which Brazil's
exports declined and her imports
from all European countries, and
even her South American neighbors,
declined, the importance of imitating
European methods of pushing our
trade there is not very clear. Gov
ernment aid of commerce is a de
lusive object of pursuit. Trade is
won by energy, skill and patience.
