Washington', June 26. General Otis,
u reply to a cable from tbe war depart
ment asking for information regarding
the situation and conditions in the
Philippines, today cabled a long reply as
follows :
"Manila, June 26 Adjutant-General,
Washington : It is the rainy season,
and there is little inland campaigning in
Luzon. We occupy the larger portion
of the Tagalog country, our lines stretch
ing from Imus, south to San Fernando,
north, nearly sixty miles, and eastward
into Lagnna province. The insurgent
armies have suffered great losses, and
are scattered. Tbe only large force to
gether is about 4000 in Tarlac province
and Northern Pampanga.
"Their scattered forces are in bands of
fifty to five-hundred. In other portions
of Luzon in Cavite and Batangas
provinces they could assemble possibly
2000, though demoralized from recent
defeats.
"The maes of the people, terrorized by
the insurgent soldiers, desire peace and
American protection, and no longer flee
on tbe approach of our troops, unless
forced by the insurgents, but gladly
welcome them. It ere has been no
recent burning of towns. Tbe popula
tion within our lines is becoming dense,
and the inhabitants are taking up land
cultivation extensively, being kept out
of Manila as much as possible, as tbe
city population is becoming too great to
be cared for.
"The natives of southeast Luzon are
combining to drive out the insurgents.
The only hope of the insurgent leaders
is United States aid. They proclaim tbe
near overthrow of the preeent adminis
tration is to be followed by their inde
pendence and recognition by the United
States. This is the influence which en
ables them to hold out. Much conten
tion prevails among them, and no civil
government remains. Trade with ports
not in our possession, tbe former source
of insurgent revenue, is now interdicted.
Am not certain of the wisdom of this
policy, as the people in those parts are
without a supply ol tooa, and the mer
chants are suffering losses. The courts
are in successful operation, under the di
rection of able Filipinos.
"Affairs in the other islands are com
paratively quiet, awaiting thn results in
Luzon. They are anxious for trade, and
repeated calls for American troops are
received. Am giving attention to tbe
Jolo and Palawan islands. The Ameri
can troo ps have worked to . tbe limit of
endurance. Tbe volunteer organiza
tions have been called in and replaced
by regulars, who now occupy salient
positions. . Nebraska, Pennsylvania and
Utah are now taking transport?, and the
Sixth infantry will be sent to Negros to
relieve the Californians. These troops
are in good physical condition.
"Sickness among tbe troops has in
creased lately, due mostly to arduous
service and climatic influence. There
is nothing alarming, however. Of the
12 per cent of the command reported
sick, nearly 6 per cent are in the general
hospital, of whom 3 per cent have tv
phoid and 17 malarial fever; 12 per cent

Palo Alto, June 26. An expedition
under the United States fish commis
sion will start from Stanford university
July 1 to explore tbe rivers of Western
Oregon. Dr. C. N. Gilbert, professor' of
zoology, has entire charge of the work,
and will have as bis assistants J. O.
Snyder, instructor in the zoological de
partment; W. F. Allen, '00; F. W. An
derson, '02, and E. C. Robinson, '02. The
purpose of the expedition is to examine
the streams in order to find out what
fishes live in them and under what con
ditions they live and to determine the
character of the streams.
This work is part of a complete eurvey
which is to be made of tbe rivers of tbe
western coast of tbe United States. For
tbe last four years Dr. Gilbert has been
working along this line, and has ex
plored tbe streams of California to the
southern boundarv of Oregon. The ex
ploring party this summer will be out
two months. .

June 26 The Toledo
Press Club has issued a letter to tbe
newepapers of Ohio asking them to as
siet in determining the most beautiful
woman in Ohio, the judges to be emi
nent artist? of Cleveland, Cincinnati,
Dayton and Columbus. It is proposed
"uy the Ohio centennial committee to de
termine by competitive balloting the
most beautiful woman in the state and
she is to be heraled in all the designs to
be used by tbe Ohio exposition. i

Dropped Dead.
Tacoma, June 26. W. F. Sargent, a
prominent mining man'.formerly a bank
er of this city, dropped dead from heart
failure this morning while in the office
of Dr. H. W Dewey, where he had gone
for treatment.

SAILS -FASTER
THAN DEFENDER
Body Found in the Columbia.
Stkvknson, Wash., June 25. The
body of a man was found floating in the
Colombia near Stevenson Friday. Coro
ner Kirkman examined the remains,
but deemed it unnecessary to hold an in
quest. Tbe body had been in tbe water
some time. Tbe clothing consisted of a
blue woolen shirt, black trousers, red
woolen undershirt and cotton flannel
underclothes. Tbe body was buried near
where it was found.

A startling incident, of which Mr.
John Oliver of Philadelphia, was the
subject, is narrated by him as follows:
"I was in a most dreadful condition. My
skin was almost yellow, eyes sunken,
tongue coated, pain continually in back
and sides, no appetite gradually grow
ing weaker day by day. Three physi
cians had given me up. Fortunately, a

my great joy and surprise, the first

Railroad Survey
Stevenson, Wash., June 25. Skam
ania county is just now taking consid
erable interest in railroad prospects,
caused by tbe presence of a surveying
party, which is running a line down the
north bank of the Columbia river. This
party, which started about two weeks
ago, opposite Tbe Dalles, is now camped
just west of Wind mountain, five miles
above Stevenson: Tbe line, so far as it
runs, follows the high water mark of the
Columbia very closely, and the en
gineers report tbe location and grade
very favorable. The survey is in the
interest of the Columbia Valley Railroad
Company.
The building of this line would prove
oL great benefit in developing the many
natural resources of this country, which
at present lie dormant on account of lack
of transportation facilities. E. M.

Newport, R. I., June 25. The first
trial trip of tbe new American cu de
fender Columbia which took place in
Narragansett bay today was more suc
cessful than either her builders or her
owners bad reason to hope. Not only
did the new boat show herself to be sea
worthy in every particular, but she met
the old racer, Defender, in a friendly
brush of a mile to the windward and
vanquieed her with the greatest ease.
The race between the flyers, which was
over in five minutes, was sailed in an
eight-knot breeze under the same condi
tions, each boat carrying three lower
sails, with sheet well flattened. It took
tbe Columbia about three minuses, sail
ing from the Defender's weather quarter,
to blanket her, and in . five minutes she
was 100 yards ahead, going past the old
cup defender as it the latter was an
chored. Under these circumstances' it
would seem as if the Columbia were
from fifteen to twenty seconds a mile
faster than the Defender, and if she can
make the same gain in a hard blow, the
fear for the safety of the American cup
will be considerably allayed.
- The trip today was the builder's trial,
and although the managing owner, C:
Oliver Iselin, and a number of his yacht-
idg friends were on board, Btill the Co
lumbia's designer, Nat Herreshoff, was
in charge, and after the sail down the bay
tbe boat was towed back to Bristol for a
few minor repairs. It is expected that
the boat will have another trial Thurs
day, and by the end of tbe week she will
be formerly turned over to Mr, Iselin.

will be finished and her bowsprit, which
apparently started in the socket in to
day's brush with the Defender, probab
ly will need some attention. Before the
Columbia left for Bristol Mr. Iselin ex
pressed himself as more than satisfied
with her, and it was a happy lot of yachts
men that watched her performance and
went to Bristol with her tonight.
