M0E MEN FOR THE PHILIP
PINES. '
The fact that more men are want
ed for the army in the Philippines
than were thought to be necessary a
few months ago does not mean that
the campaign thus far has been a
failure. It means that the president
is determined that not only shall the
resistance by futuie Aguinaldos be
Terted, but that all guerrilla dis
turbances shall be prevented. It
will be very easy to suppress the
present Aguinaldo. The determina
tion of the government is to render
all -Aguinaldos of five, ten or fifty
years hence, impossible.
Moreover, a large army in the
Philippines means quicker work and
a smaller loss of life. The rebellion
will be crushed sooner, and it will
6tay crushed. Capitals or any other
sort of towns held by the Filipinos
can be captured at any time. It is
never difficult for the American
troops to drive, any number of the
Filipinos out of any point which they
hold. In the future, however, some
thing more than this .will be done.
The town which is. captured will be
garrisoned and held. This neces
sarily requires a somewhat larger
force than would be necessary for
merely whipping the Filipinos. Un
der the new plan, when they are
shipped they will remain whipped.
Great work has already been done
by Otis," L,awton, MacArthur, Hall
and their associates. No soldiers
"whom the world ever saw could have
done more with their means. Their
resources will be enlarged now, and
they will do still better work. The
moral effect, too, of this increase in
the force in the Philippines will be
salutary. It will have a deterrent
influence on Aguinaldo. That astute
personage relied on the discharge of
the volunteers to weaken Otia' army
permanently. He thought, therefore,
that while Otia could drive him from
any position which he could occupy,
Otis would not have enough men to
.hold the position. This is where the
new programme will hurt Aguinaldo.
The places which will be captured
will be retained. When the rebels
are driven out of . a region they will
never again be able to get a glimpse
of it except as prisoners. Guerrilla
fighting will be prevented. A district
which is cleared will be pacified for
all time. The new programme will
Le merciful o the soldiers an 3 will
give satisfaction to the country.
All the impregnable places held by
the Filipinos have , been taken one
after another, as fast as our forces
could get to them. They were im
pugnable to the Spanish soldiery.
The fighting qualities of American
soldiers do not admit of impregnable
places.. They have no such places in
the range of their philosophy. So
the foolish Filipinos will get tired, be
fore long, of getting killed or driven
us for their presumption. They
will find out that they are whipped.
Then the war will end. v

Last fall I sprained my left hip while
handling some heavy boxes. The doctor
I called on said at first it was a slight
strain and' would soon be well, but it
grew worse and the doctor then said I
had rheumatism. It continued to grow
worse and I could hardly get aronnd to
work. I went to a drug Etore and the
druggist recommended me to try Cham
berlain's Pain Balm. I tried it and one
half of a 50-cent bottle cured me entire
ly. I now recommend it to all my
friends. F. A. Babcock, Erie, Pa. It
