Many Insurgents are Returning Home,
and Take Off Their Hats to the
Americans.
Manila, May 17, 6:30 p. m. Al
though the rebels etill threaten San
Fernando in considerable force, a large
number of natives, the majority of them
having families, with their household
goods, are moving daily to the towns in
side the American lines at Apalit. Many
of the richer Filipinos are coming to
Manila, and laborers are resuming work
in the rice fields. Tbe latter show their
reBpect for American sovereignty by re
moving their bats to the passing traine.
At daylight today Lieutenant Hill,
who, with 25 men of the Fourth infantry
was concealed in the trenches near
Paeig, was attacked by a force of rebels
who evidently imagined tbey could
capture one of the outposts because only
a few shots had been fired by the Amer
ican force. A few volleys put the enemy
to flight, the rebel i losing five men
killed and a number wounded.
6:55 p. m. Colonel Summers' com
mand, consisting of the Twenty-second
infantry, on the left, the Minnesota reg
iment in tbe center and tbe Oregon and
North Dakota regiments on the right,
preceded by Ecouts and accompanied by
Shott's battery of artillery, advanced
from Baluarte at daylight. Tbe troops
first encountered the enemy two niilee
from San Isidor, the rebels retiring
when our artillery opened fire. Just
outside the town, a rebel force estimated
to number 2003 men, was entrenched.
It made a slight resistance, and quit the
town when our troops turned their right
flank. The enemy's loss was fifteen
killed and twenty wounded. Our troops
also captured three prisoners and many
rifles. On the American side, one
soldier of the Oregon regiment and one
of the Minnesota regiment were slightly
wounded.. After capturing the town,
Col. Summers' troops continued their
advance, pursuing the retreating rebels
for several miles.
Lawton Captured Isidor.
Washington, May 17. The following
dispatch has been received at the war
department:
"Manila, May 17. To Adjutant-Gen
eral, Washington : Tbe situation is as
follows; Lawton, with much tact and
ability, has covered Culacan province
with his column, and driven the insurg
gent troops northward into San Isidor,
the second insurgent capital, which he
captured this morning, and is now driv
ing tbe enemy northward into the
mountains. He has been constantly
fighting,' inflicting heavy losses and
Buffering few casualties. The appear
ance of his troops on the flanks of the
enemy behind entrenchments thrown
np at every strategic point and town,
was very demora1izing to the insurgents
and has given them no opportunity to
reconcentrate their scattered troops.
. Sheep Still on Winter Range.
Pendleton, May 15. The promise of
a few weeks ago that by this time all the
sheep would be in tbe mountains and be
ginning on tbe summer range, has not
been-realized. Man v. bands which were
started for the monntaine have been
brought back to the winter range. - In

now there would ordinarily be good
trails into the higher altitude?, tbe roads
are impassable, and it is impossible to
send the sbeeD throueh. E. T. Wade, a

MORE TROOPS FOR
COEURD'ALENE
General Merriam Will be Given Two
Troops of Cavalry.
Washington, May 17. Secretary Al
ger has received the following telegram
from Genaral Merriam in explanation of
the situation in Coeur d'Alene country :
"Wardner, Idaho: Adjutant General,
Washington The governor of Idaho has
carefully reviewed tbe situation here,
a&d deems it necessary to place troops at
Burke and Mullan to avoid disorder. I
request two troops of cavalry. Referring
to tbo press criticisms, I have made no
order. My action ia limited strictly to
tbe support of the state authorities.
There are 359 prisoners etill in custody
under investigation.

Washington, May 17. The war de
partment is satisfied with tbe dispatch
of General Merriam, and the belief is
expressed that he has only assisted the
governor of Idaho and the military will
not be used for any other purpose than
that for which it was sent to the dis
turbed regions. The troops of cavalry
requested by General Merriam will be
sent from Fort Meade, South Dakota,.
and Fort Robinson, Nebraska.

OREGON'S RETURN
Troops
May Yet be Mustered Out in
Portland.
Washington, May 16. Senator Mc
Bride has had further conferences with
the war department regarding the return
of tbe Oregon regiment to Portland.
Colonel Summers has again cabled say
ing that the regiment prefers to go by
way of San Francisco, and, be mustered
out at Portland. Secretary Alger said
today that the camp tentage and other
equipment at San Francisco made it
more practicable to muster out tbe troops
there. It is possible, if the ship is sent
up tbe Columbia, .it miy be used for
quarters until the muster out.
Secretary Alger told Senator McBride
that Oregon should have her share of
the captured cannon. It is expected two
will be obtained from the navy depart
ment and two from tbe war department
for the soldiers' monument. -

Washington Delegation Also Fought
Against Opening the River to
Inland Empire.
Washington, May 10. Evidence con
tinues to accumulate indicating that the
proposed boat railway at the dalles of
the Columbia, known as Celilo falls, and
Three-Mile rapids, of the Columbia
river, will never be constructed. The
boat-railway project for the improve
ment of the Columbia river is now nearly
ten years old. When the 51st congress
met, Senator Mitchell introduced a bill
providing for the construction of a boat
railway. It was referred to tbe com
mittee on transportation routes to tbe
seaboard, tbe committee of which Sen
ator Mitchell . was then chairman, and
by bia committee favorably reported to
tbe senate. During one of the days in
congress when there was little else to
occupy the senate, Senator Mitchell
called np the bill, made an elaborate
speech upon it, and presented all ite
features in detail, and showed conclus
ively that the project was one which
should be favorably considered by con
gress.
At the conclusion of his speech tbe bill
was passed, as many such bills are in
the. Benate. Senator Mitchell was an
earnest advocate of this improvement,
and believed it the solution of the of the
problem of getting around the obstruc
tion at tbe dalles.
Many bills are. passed in the senate
in much the same way as this. So far as
the actual facts are concerned, every
body understood that no improvement at
tbe dalles or any other river or harbor
improvement was likely to become a law
unless it became a part of the river and
harbor bill.

failure to complv with law as to timber-culture
Entry No. 8025, dated - September 22, 1888, upon
the 8. E. Section 10, Township 5, south of
Willamette Meridian. Range 12 ett, in Wasco
County, State of Oregon, with a view to the can
cellation of said entry, contestant alleging that
said Wesley Summner never plowed or cultivated
said tract except about six acres and never at
any time nor has any one for blm planted any
trees or cuttings, or seeds, and also the said Wes
ley Summner about the month of February, 1890,
duly relinquished said tract to tbe United States
and delivered said relinquishment to this affiant
and said relinquishment was duly filed in the
U. 8. offlce of The Dalles, Oregoc, and at the
said time and prior thereto abandoned said tract
and hs never since said time returned thereto
cr claimed any light or Interest in said tract of
land.
The said parties are hereby summoned to ap
pear at this office on tbe 20th day of April, 1899,
at 10 o'clock a. m., to respond and furnish
testimony concerning said alleged failure.

will issue two coupon bonds of the par value of
tour hundred dollars each bearing interest at
the rate of six per cent per annum, interest pay
able semi-annually; said bonds being redeemable
at the pleasure of said district after ten years
from their date, but due and payable absolutely
twenty years from date. Principle and interest
gayable at the office of the Treasurer of Wasco
ounty, Oregon, or at such place as may be
designated at the option of the purchaser.
The board of directors of said district are law
fully authorized to issue said bonds in accord
ance with the provibion of an act of the Legisla
tive Assembly of the State of Oregon, filed in
the office of the Secretary of State February 22,
1893, and providing among other things for the
issuance of bonds by school districts.
In compliance with the terms of said act, I,
as treasurer of said county, will receive sealed
bids for said bond at my office in Dalles City
aforesaid until 2 o'clock p. m. on the 1st day of
May 1899. All bids must be accompanied by a
certified check of five ner cent of the amount of
bonds for which the bid is made. No bids for
less than par will be considered. Blanks to be
submitted fur district to execute. The right to
reject any and all bids is reserved.
