INTENSE SUFFERING
New York, April 18. A special to the
Tribune from Washington says: Ainocg

eral Otis at Manila. none has caueed
greater anxiety than the alarming effects
produced upon the American soldiers,
particularly the enlisted men, by a
eeductive beverage which they procured
in native shops and which produced
euch physical and mental demoraliza
tion as to give rise to a suspicion that
the army of occupation was being system
atically drugged or poisoned to render
-it helpless to resist an insurgent attack.
The native drink was generally known
as vino. It was exceedingly palatable
and inexpensive, but a sipgle drink of it
unfitted a soldier for active duty for the
eucceeding 24 hours, while frequent
portions sent the soldiers to the hospital
for a long period of illness.
When the source of the trouble was
discovered. General Otis was disposed to
prohibit the traffic in vino altogether,
and to that end referred the matter to
General Hughes, provost marshal-gen
eial of the city, with a request for sug
gestions looking to a practical course of
action. General Hughes investigated
the trouble, and his recommendations
have been followed.
As long as Manila was crowded with
troops the vino industry, unrestricted,
was exceedingly lucrative, but now that
most of the Americans are in the field,
practically all the shoos where it has
been sold are closed.

Ex-Governor Irwin, of Idaho, Named
for Minister to Portugal.
Washington, April 18. The following
important diplomatic changes have been
announced as the result of the cabinet
meeting today : W. W. Eockhill, now
minister to Greece, has resigned that
post. Arthur Sherburne Hardy, of New
Hampshire, now minister to Persia, has
been promoted to succeed Rockhill.
William P. Lord, ex-governor of Ore
gon, has been appointed ministerto
Persia.
John M. Irwin, of Iowa, formerly gov
ernor of Idaho, has been appointed
minister to Portugal, to succeed
Lawrence Townsend, transferred to
Belgium, vice Bellamy Storer, who goes
to Madrid.
Governor Geer Congratulated.
Salem, Or., April 17. Governor Geer
has received a number of letters of con
gratulation on his strong reply to the
Chicago Tribune's inquiry regarding the
sentiment in Oregon aa to the return of
the volunteers from Manila, one of which,
dated Eugene, follows :
"Hurrah for Oregon's loyal governor.
Your reply to the Chicago Tribune has
the ring of true 'metal. Oregon wants
ber boys home, but not as cowards or

Missouri River Flood.
Niobrara, Neb., April 17. For the
first time since the great flood of 1881,
the Missouri river lowlands are almost
submerged. - The banks were full all
yesterday, with heavy ice running and
with a south-wind blowing, which abont
midnight changed to northerly and sent
the ice and current over Nebraska farms

to higher land, but boats are in readiness
to rescue them, should it be necessary

inent and wealthy Filipinos are organ
izing a committee to. take steps to bring
abont if possible an understanding be
tween the rebels and the Americans.
One. branch of thia committee intends to
ask the United States Philippine com
mission to make a statement as to what
terms would be offered the rebels if the
latter will surrender..
Another" branch of the committee will
approach Aguinaldo with terms-and en
deavor to persuade him to accept them.
It is considered doubtful, however, if
any members of the committee will dare
to personally confer with the rebel leader
i he committee includes several persons
recently condemned to death by Aguin
aldofor petitioning him to cease. fighting.
Major-General Otis has appointed a
board, headed by Colonel Crowder, to
deal with war claims. Many such claims
have been filed, aggregating millions of
dollars, purely as a result of the Ilo Ilo
tire. General Otis, who has hitherto
handled these claims, is unable ti devote
any of bis time to them now.
General Lawton has ordered Colonel
Wholley, of the Washington regiment,
who ia a lieutenant in the regular army,
to the command of General King's
brigade during the illness of the latter.

Child Burned to Death.
Coifax, Wash., April 17. The 3-year-old
daughter of George Tern pero, a
farmer living near Kamiac bntte, fifteen
miles east of Colfax, was burned to death
late last .evening. The father and
mother left the child alone in a room
with a lighted lamp. A few minutes
later a scream from thebouse attracted
their attention. The child was found
with its clothing afire from - the over
turned lamp.' It died from its injuries
within an hour.
What the Filipinos Will Ask.
New York, April 18. A dispatch to
the Herald from Manila says : In an
interview, with General Lagarda, be
eaid that a committee of twenty-two
Filipinos had been appointed to confer
with the peace commission for the fol
lowing purposes:
First To obtain as Iare autonomous
rights for the Filipino people as possible.
Second To bring about peaceful rela
tions between the insurgents and the
Americans. '" .
Third That the Americans and Fili
pinos shall occupy public offices.
Arevaleo, a former aide to Aguinaldo,
ia now in Manila. He eaid in an inter
view that if the Americans send to Aguin
a'do'now he thinks a peaceful solution
of the present troubles is probable. ' In
fluential Americans think that the com
mission of rich Filipinos is eager to pro
tect property, and has little influence
with the insurgents.

from various sections of northern Grant
county, who have visited Long Creek the
past two days, in quest of eupplies and
herders, say that sheep have begun to
pick up. The warm weather of the last
two weeks has brought the new grass

lieved that no further loss of either lives
or lambs will occur.
Ethan Houzer succeeded in contract
ing for 200 head of cattle on Granite
creek. ' He bought the entire band of
steers belonging to V. B.: Peterson. The
price paid was $18 for yearling steers ; $25
for 2-year-old steers, $14 for yearling
heifers, and $20 for cows and calves.
