A dispatch to the World from Manila says : Major General Law ton, at Paite, today au thorized the World correspondent to make this statement : "The present proepect is that 100,000 troops will be necessary to paci'ythe Philippine islands." General Law ton's expedition has returned to Manila. Ail the territory he had captured was evacuated, and the launches he seized will fee given back to the persons from whom Aguinaldo's soldiers took them.'1 After giving the opinion that 1O0.COO men will be required to subdue these islands, General Lawton explained the situation to the World correspondent as follows: "The difficulties in the way are those of fighting guerrillas in a tropical country. With my brigade I could force my way from one end of the island to the other if I did not have to bold the territory I travereed. Bat leaving gar risons behind would soon eat up the whole of the force." General Lawton regretted exceeding ly being compelled to evacuate the ter ritory he had captured. 'poet scout," left here one year ago to work the properties and look after the mining interests oi the Klondike, Yukon & Copper River Company in the frozen gold fields of Alaeka. Now he is sorry he went. According to a letter received yester day by General K. H. Warfield, the 'poet scout" has lost the little fortune he possessed, and has been turned adrift by the company because he has refused to fiend out fictitious and glowing accounts of the richness of the company's claims. A epeclal to the Herald from Washington eays : When Bhown a dispatch announcing the recall of General Lawton, Brigadier' General Schwan, acting adjutant-gen eral, said it was in accordance with the understanding at the war department as to the purpose of General Lawton's campaign. "General Otis sent this expedition to Southern Luzon," he continued, "for the purpose of destroying any insurgent forces that might be found there, to make a careful reconnoissauce of ' the territory and, to spread broadcast the recent proclamation of the Philippine commission, setting forth the purposes of this government with respect to the islands. I expect he will clear all the prisoners he has taken, and they will be sent to their homes. By this action it is hoped be will prove to the Filipinos that the Americans are not as barbarous as the insurgents pretend we are and that we propose to treat the Filipinos humanely." "Why is General Lawton needed at Manila?" ' "General Otis has not communicated his plans to the department, the matter being left entiely to his discretion The insurgent leader has established his headquarters at San Fernando, to the northwest of Malolos, and I suppose General Otis contemplates a movement against that city. General - Lawton bad only 1500 men under his command, and it was of coarse impossible for him to divide bis force by stationing detach ments in every village captured. His command will be useful, however, in as eisting in the advanca on Malolos, or in reinforcing the line about the city of Manila. LAND ENTRY WAS CANCELLED Tracts Were Granted to the Military Wagon Road. Washington, April 16. The desire of the volunteers to return to this country is evinced in a report which shows that of those who have been offered opportu nity to re-enlist with the offer of a bonus in travel pay of over $500, only about 7 per cent will accept. The volunteers, it is said, desire to come home by organiza tions, instead of individually. Washington, April 12, The commis sioner of the general land office has can celled the homestead entry of Albert Offi cer of a number of small tracts of land in The Dalles land district, Oregon, as those indentical lands were granted to The Dalles Military Road Compauy in 1S67, to aid in the construction of its road. Last year Officer , was permitted by the local land officers to make entry of these land?, and final certificate was issued to him, he claiming to have settled on them in 1890. Later, when the error was realized. the entry was held for cancellation, and Officer given sixty days within which to show reason why the entry should not be' finally cancelled. This he attempted to do, Baying that there was no other claim than his to the land when he settled, that no such grant was ever made to the road company, and the further fact that he has made improve ments valned at $2000. . The commis sioner holds, however, that Officer failed to show that the lands were ex cepted from the grant for the military road company, and the mere fact that the lands were not listed by the com pany in no way affects the company's right. He therefore held Officer's home stead entry for cancellation, bot subject to right to appeal. The Paris corre spondent of the Daily Mail, recounting an interview with Madame Emma Nev ada, the first American operatic singer who has visited Spain since the war, says: "Madame Nevada's manager had ar ranged an operatic singing tour, but on the first night, at Seville, though the house was bought up," the curtain rose on empty seatP. The opera was "Lucia de Lammermoor." In the second act all the elite arrived, together, but turned their' backs to the stage and talked ostentatiously until the end of the opera, when on returning to acknowledge a burst of applause, Nevada was roundly hissed. At Madrid the queen regent was informed of the occurrence. Her majesty invited Nevada to a soiree at the palace, and presented to her a diamond and eapphire bracelet. Sullivan show appeared here tonight to a packed bouse, but as eoon as the ehow opened, Manager Sehg, of Fisher's opera house, was arrested on a warrant 6worn out at the instigation of the Ministerial Alliance. He gave bonds and the show proceeded. Later a warrant was issued from the same source against Sullivan. The warrant against him was not served, as he left with the company on a special train as engineer, dressed in oily overalls, jumper and peaked cap. Tbe Best in the World.
