Upon the whole the season is back
ward at the close of Match, the mouth
having been very nn-favorahle for farm
ing operations. In the Dukotas, Ne
braska, Minnesota, Iowa, and Wisconsin
the ground is frozen to an unusual
depth, the frost extending to a depth of
from five to ten. feet in North Dakota
and Minnesota. While the average
temperature of March was somewhat
above the normal in the southern states,
the season in that section is reported
from t'0 to three weeks late, except in
Texas, where it is-more nearly normal.
The repoit adds: The general con
dition of wheat is less favorable than at
the close of February, and as at the close
of that month the late sown is lesa
promising than that seeded early. On
the Pacific roast the outlook is most
promising in Oregon, and the crop has
been greatlv benefited by recent rains
in Cali'ornia, but in Washington it has
been injured by severe weather and lack
of enow protection. : v

Florence Packard, who lives in
Greenback valley, Gila county, Ariz..
has a remarkable record as a hunter of
mountain lious. lie has killed scores of
them, and last year alone his recoru
was 33 scalps. The mountain lions oi
Arizona nre most destructive to herds
of horses and cattle. Ths risk of life
cud difficulties attending their destruc
tion 'has caused the lions to be more
numerous than one would suppose, and
if it were net for the bounty paid by
the county, the stcckmen would be
short on their ca-ttle ar.d horses. Much
of the count ryi surrounding Packard's
ranch is made up of irregular ranges of
broken mountains. .
In the last 12 months Mr. Packard
has brought to Globe, besides 33 lions,
a few bears, wildcats, coons and foxes.
The dogs for this work are a cross be
Uvcen the fox and bloodhound. Usual
ly four degs are in the pack. The two
younger are joked together, another
is trained as scout, whose work is to
go ahead and around for the scent of
lion or bear, and when the scent is
found the oldest deg is put on the track.
and, to his credit, it is said, never fails
to find the animal. Packard says he
has frequently followed this dog over
15 miles before the lion was found. Up
to this date 71 lion scalps are to Vhe
credit cf this dog. The deg is not a fast
trailer, but very careful, and, consid
ering Wie roughness of the country, the
dog is remarkable.
The bears, are the shyest of all game,
having poor eyes and good ears, the
I least noise drives them off'a good ways.
It may surprise seme hunters to know
that a 22 rifle is used by Packard for
killing these animals. If a heavier gun
is used the force of the shot would
knock the animal out of the trees or off
rocks, before dead,, and likely cause tie
death of some of the dogs. The lion is
easily killed by a small ball when well

Council of Dalles Citv, Oregon, on the 7th day
of March, A. D. 1899, notice is hereby given that
the Common Council aforesaid will cause to be
construcied. in accordance with the laws per
taining thereto, a sewer system in and for said
city; the nature, extent and location of said sys
tem in hereinafter set forth; and the cost there
of will be charged to the property benefited
thereby.
