mony. Washington, April 3. Tne preaideDt
today iaBued the following executive or
der: "It is fitting that in behalf of the
nation a tribute of honor be paid to the
memories of the men who lost their lives
in their country's service during the late
war with Spain. It is the more fitting,
inasmuch as in consonance with the
spirit of our free institutions and in
obedience to the most exalted promptings
of patriotism these who were sent to
other shores to do buttle for their
country's flag went freely from everv
quarter of our beloved land, each soldier
and each sailor parting from home ties
and putting behind bim private interest
in the presence of the stern emergency
of an unsought war with an alien foe was
an individual type of the devotion of the
citizen to the state which makes our
nation strong in unity and in action.
"Those who died in another land left
in many homes the undying memory
that attends heroes in all ages. It was
fitting, that with the advent of peace,
won by their eaciifices, their bodies
should be gathered with tender care and
restored to home and kindred. This has
been done with the dead in Cuba and
Porto Rico. Those of the Philippines
rest where they fell, watched over by
their surviving comrades and crowned
with the love of a grateful nation. The
remains of many brought to our shores
have been delivered to their families for
private burial. But for others of the
brave officers and men who perished
there has been reserved interment in
grounds eacred to soldiers and sailors
among the tributes of military honor
and national mourning they have so well
deserved.
"I therefore order that upon the arrival
of the cortege at the national cemetery
at Arlington, all proper military and
naval honors be paid to the dead heroes ;
that suitable ceremony shall attend their
interment; that the customary ealute of
mourning be fired at the cemetery, and
that on the same day at 2 o'clock, Thurs
day, the sixth day of April, the national
flag be displayed at half-mast on all pub
lic bnildingB, forts and camps and pub
lic vessels of the United States, and that
at 12 o'clock noon, of said day, all depart
ments of the government at Washington
shall be closed. William M'Kinley,

In the same. connection. Acting Sec
retAry of War Meiklejohn issued this
order:
"The remains of officers and soldiers,
who lost their lives in the war with
Spain during the operations in Cuba and
Porto Rico will be interred with due and
fitting ceremonies in the national ceme
tery at Arlington, Va., Thursday, April
6, at 2 p. m."
By direction of the president, all the
United States troops serving in the vi
cinity of Washington, together with the
National Guard of the District of Col um
bia will be assembled at Arlington on
the date in question, to participate in
the funeral ceremonies.

Washington, April 2. It was reiter
ated tonight by two members of the cab
inet that no consideration will be paid
to any proposition for money for the
Cuban army outside the $3,000,000 fund
now awaiting their acceptance, and, fur
thermore, it is hinted that if .too much
trouble and deliberate delay occurs, pre
liminary to that amount being turned
over to the Cubans, the $3,000,000 may
be withdrawn and no payment of any
sort made by this government on account
of Cuban troops. No proposition for an
additional sum will be considered, in
any form.

The steamer Spokane has been placed
in service on the Snake river between
Sparta and Levclston with double daily
service and will be operated as a through
mail, express and passenger steamer,
making round trips daily except Satur
day. Leave Riparia at 2:30 a. m. ar
riving at Lewieton at 12 o'clock noon.
Leave Lewiston at 2:30 p. m. arriving
at Riparia at 7 o'clock p. m. The
steamer Lewiston will take the place of
the Spokane on the same schedule Sat
urdays and at other times will be oper
ated on a wild echedule, taking care of
all local work. The object of this new
echedule is to place the Wisten and Buf
falo Hump countries more in touch with

Confidence in the Promises of the
Americans Becoming More Gen
eral Commission Ready to Act.
Manila, April 3. 6:20 p. m. The
natives continue returning to their
homes. They are coming in all along
the American lines, and many of them,
seeing the promises of good treatment
are fulfilled, are inducing their relatives
to return to their homes. General Otis
has received the following message:
"Manila, April 3. Hearty congratula
tions on the most magnificent work of
the army. DEWEY."
The Philippine commission, the last
member of that body, Colonel Charles
Denby, former minister to China, hav
ing arrived here, will discuss the situa
tion. The commissioners are hopeful of
a speedy restoration of peace, believing
hostilities soon will be confined to
habitual revolutionists. .. .
Brigadier-General Harrison Gray Otis
sails for home on board the United
States transport Sherman today. He
says he believes the insurrection has re
ceived its death blow.
The Sherman will also have On boad
the sons of Secretary John Hay, of the
state department, and Senator Hale of
Maine, who have witnessed much of the
fighting with the army, and the bodies
of Colonel Harry C. Egbert, of the
Twenty-Second infantry, killed March
26, and other officers who have recently
fallen in battle.
- General Wheaton has assumed com
mand of the brigade lately commanded
by General Otis. The Third and Twenty
Second regiments of General Wheaton 'e
command are returning to this city.
Rebels Are Discouraged.
Washington, April 3. The following
cablegram was received at the war de
part men t this morning:
"Manila, April 3. Presentindicatione
denote that the insurgent government is
in a perilous condition. " Its' army has
been defeated, discouraged and scat
tered. The insurgents returning to
their homes in the cities and villages
between here and points north of Ma
lolos which our reconnoitering parties
have reached desire the protection of
the Americans. News from the , Visays
islands is more encouraging every
day. OTIS."
Rebels" Not Located.
New Yobk, April 3. A dispatch to
the Herald from Manila says: Repeated
efforts to locate the insurgent array in
front of Malolos have been unsuccessful,
and our forces are therefore still resting
in the former Filipine capital.
The attack on the forces under Gen
eral Hall at Mariquina suggests that the
enemy is concentrating in that direction.
Colonel Denby's arrival makes the early
issue of the proclamation of the Philip
pine commission probable.
