It would be bard to find anything score expansive than the imagina tion of the non-expansionists. It has always been so. Every addition of territory to the United States has teen attended with the most stu pendous prophecies of evil. An article by Champ Clark, in the "Con servative Review," on the American policy of expansion, is a fair speci men of this peculiarity. "The Jingoes," be says, "went 2600 miles to grab the Sandwich Islands; now they go 7000 to grab the Philippines." This short-cut to history may be allowed to pass for what it is worth. The point to note is all the dreadful things that, according to Clark, will happen to this country if we keep the Philippines. Of course "the safety of the republic, the perpetuity of our institutions, the happiness of our posterity through all coming time are to be jeopardized." That is the old story and yet the country survives in reasonably good shape. As to Alaska, the unique statement is made that "some 40,000 or 50,000 of our young men, the very flower of the land," have perished theie in quest of the yellow metal. History as she is writ must abound in Mr. Clark's library. One thing that dismays the Mis souri congressman is that "A civil ized person is apter to lapse into barbarism by associating with savages than the savage is to be civilized." Keeping the Philippines will therefore turn the people of the United States into barbarians. If we coerce the Filipinos, Mr. Clark asks, "how shall we escape the scorn of despots ?" A-euiaps we can t escape that no matter what we do. It might even "be a good thing to cultivate. Passing to the navy "we should have an initial outlay of $310,000,000 for battleships alone," and our standing army must be equal or superior to Germany's 562,352 men. Pensions would be colossal. AH this would pale before the demoralization of American character, the seizures of supreme power, the destruction of the constitution, the smashing of the Monroe doctrine, and a betrayal by England. Revolution would close the scene. "And in that hour of our shame and misery," Mr. Clark con- eludes, "the verdict of mankind upon us will be: 'Served them right.' " "What a pickle Dewey got us into on May 1, "1898. Some people even propose to celebrate ' the first anni versary. Clark will not be there. He has already hung the. heavens in "black for the resulting downfall of the republic and Liberty weltering in liergore.. , . . , The new steamboat Spokane, bnilt by the O. R. & N. Co- to ply on the Snake river between Hiparia and Lewiston, ia now complete, and in service. Steamer Xrewiston ia also in seryfceahd the two steamers will alternate between Riparia nd .Lewie ton, leaving Riparia dally ex cept Sunday on arrival of train No. 4 from Portland and reaching; .Lewiston next day at 1 p. m. Returning, ' will leave Lewiston daily except Saturday at 12 o'clock noon, arriving at Riparia at 7 p. m., connecting with train No. 3 from Spokane. The Spokane has been Bpecially constructed for the ran men tioned above, and is thoroughly equip ped with all modern appliances, electric lights, etc., and for speed and comfort will excel any crafc.that has ever been "bailt tor the Snake 'river. ;.The Lewis ton is her steady old self. These new palaces' will leave Portland on the evening fast train of the O. R. & N. arriving at Chicago the morning of the iourth day and running through with soat change via Grangerand Omaha. 19tf Stockholders Meeting.
