The eecond section of No. 1, which
arrived in the city about 8 o'clock last
nighty was composed of five coaches
filled with hotneseekers, brongkt to the
West by the cheap rates which have
been introduced by the O. E. & N. and
other roads for the advertisement of the
West, and to induce these people to
make their homes on this coast. Yeeter
day at Spokane 150 of these immigrants
were transferred to the O. R. & N. from
the Great Northern, and these came
through laet night.
Although their tickets were good to
Portland, about twenty stopped off at
The Dalles, with (he intention of settling
in different parts of the interior. For
instance five signiQed their intention of
going to Bickeltori, WaBh., two to Mitch
ell and three to Antelope ; several board
ed the boat for Lyle this morning; while
others remained in The Dalles, and are
undecided as to what move to make,
Committees should have been ap
pointed to meet these people at the
depot, and, while they impress thorn
with the open-heartednees of the people,
at the same time give any information
that may be necessary regarding oar
section and its resources; and still
better plan would have been to have a
committee thoroughly conversant with
the c untry near The Dalles, board the
train at the state line and thoroughly
canvass the cars. Thus many might
have been induced to cast their : lot
among as, and not only benefit them
selves thereby, but this portion of
Eastern Oregon ; for from the observa
tion we have made and all that can be
learned concerning them, they are just
such settlers as will develop a country
and make good residents. The next
excursions wilf leave St. Paul April 4th,
May 2nd and May 10th. Let something
be done in the matter before they reach
our doors, and great will be the result.
It looks very touch ai if the entire
matter had been left in the hands of the

seem should have the hearty co-opera
tion of every section of the country
through the various chambers of com
merce, and the citizens individually.
We were surprised to read the following
in last evening's Telegram :
uver iuu nomeseeiters will arrive in
Portland this afternoon. Many of them
will arrive as strangers in a strange
land, without the least idea of where or
bow they are to obtain proper informa
tion about Domes lor which they are
searching. They will be left entirely to
their own resources.
The Chamber of Commerce can do
nothing. It was not formed to look
after immigrants, only so far as the dis
tribution of pamphlets is concerned. If
bomeseekers happen to wander into the
office, well and good; it not, that is
their own lookout. In case they do
they will be loaded down with pamph
lets, containing enough information to
bewilder even a Philadelphia lawyer.
The O. R. & JN. is preparing to do
what the people say the Chamber of
Commerce or one of the two immigra
tion bureaus should have done before,
and that is to prepare carefull v complied
statements of the conditions ot different
sections, which will be distributed on
the train to all persons coming into the
Northwest.' General Passenger Agent
Hurlburt is hurring this work along as
fast as possible, so that these will be
ready for the next batch of people.
When asked if it would not be pos
sible for the immigration committee of
the. Chamber of Commerce or some
other committee to meet the excur
sionists and welcome them to the state,
a representative of that body replied
that the members were too busv and
could not neglect their business.
Says the Beef was Bad.
Pendleton. March 23. CharleB E,
Lisle son of S. I. Lisle, of Echo, has re
turned from the bantiago campaign,
where he served as a cavalryman in the
United States regulars. He says,
regarding the beef scandal, that the
claims of the prosecution are based on
actual facts, and that all the soldiers
who tell the truth will say the same.
The beef was in most cases unfit to use,
and sickened the men who ate it.
The new steamboat Spokane, built by
the O. R. & N. Co- to ply on the Snake
river between Riparia and Lewiston, is
now complete, and in service. Steamer
Lewiston is also in service, and the two
steamers will alternate between Riparia
and Lewiston, leaving Riparia daily ex
cept Sunday on arrival of train No. 4
from Portland and reaching Xewiston
next day at 1 p. ra. Returning, will
leave Lewiston daily except Saturday
at 12 o'clock noon, arriving at Riparia
at 7 p. m., connecting with train No. 3
from Spokane. ' The Spokane has been
specially constructed for the run men
tioned above, and is thoroughly equip
ped with all modern appliances, electric
ights. etc., and for speed and comfort
will excel any craft that has ever been
built tor the Snake river. The Lewis

Pope Ignores His Doctor's Orders.
London, March 24. According to the
Rome correspondent of the Daily Chron
icle, the pope ignores his doctor's pre
scriptions and follows bis usual occupa-
tions, though he is so feeble thai it is
donbtful if he will be able to hold the
next consistory. The question of a con'
clave is the subject of mueh secret nego
tiations.

good authority that Li Hung Chang is
again npon the point of returning to
power, and that he has been restored to
favor with the Chinese government.
