UNFIT FOR GOVERNMENT.
That the Filipinos are unfitted for
self-gOYernment and a place among
civilized nations is shown by the
observations of special correspond
ents on the islands, says the Review.
The native warfare is a savage one.
Night assassination, disregard of Red
Gross flags, ambushing of unarmed
men, are of frequent occurrence
there, and their repetition, in the
future will bo prevented only by
ceaseless vigilance on the part of
American troops.
The fact has been established that
a few unprincipled leaders of igno
rant natives are continuing the hope
less warfare. The impression is kept
alive in the minds of their followers
that Americans are on the islands to
establish a government even more
corrupt than that of Spain, although
Asuinaldo knows well the officers
who oppose him, and partook freely
of their hospitality when he was a
virtual refugee.

tend that Otis should haul down
his flag and Dewey withdraw his
squadrons from Manila bay. The
enlisted men in the ranks of the
First Washington, the officers and
men of every American regiment on
the island know differently, and they
have gcod reason to feel the neces
sity of a vigorous military adminis
tration for some time to come.
The ultimate future of the islands
rests with the natives themselves,
They are not bettering their chances
for early departure of American
armies by their attempts at foul
murder in the citj' and their barbaric
actions in the field."

The American commissioners to
the Philippines are causing to be
translated into all the dialects on the
islands the address of tbe president
to the Filipinos. It is one of the
most generous propositions- ever
made by a modern power, and shows
the United States as being the great
est disinterested civilizing factor on
earth, says the Telegram.
All this government requires of
them is to lay down their arms and
allow us to teach them how to grow
to advanced and prosperous stages.
The authority we propose exercising
over them will be of the mildest
type, and will endure only until we
have taught them peaceful self-
government.
What may eventuate should these
half civilized peoples spurn our well
meant efforts is problematical. But
in that case a war of extermination
would be justifiable.
The pen with which the queen of
Spain signed tbe treaty will be
valued as a souvenir of a large
transaction in real estate for the sum
of $20,000,000, and other consider
lions.
It takes $12,000 to pass an Ameri
can troop-ship through the Suez
canal. The only way to keep even
in this business is to build the
Nicaragua canal. .
Col. Ingersoll says that "Bryan's
day is over. lie knows more than
be did." The colonel's first sentence
is accurate. The second is a shade
too optimistic.
