INSTRUCTIONS NEARLY READY On the Question of Disarmament It Will Be Pointed Out That the U. S. Military and Naval Department Is Far Below What It Should Be. New Yobk, March 23. A dispatch to the Herald from Washington says: There Is reason to believe- that an im portant proposition looking to the settlement of international disputes by arbitration will be advanced by tbe American delegates at the - coming dis armament conference. It is learned on high, authority that tbe credentials for and instructions to . tbe American delegates are now being prepared by Secretary Hay, and that they will be ready for sub mission to tbe president for his approval when he returns to Washington from bis South era trip. These instructions will be a complete exposition of the position of this government on the question of dis armament and arbitration. . So far as the proposition for a general disarmament of the nations o'f the world is concerned, it will be the duty of the . American delegates to explain and to show that the United States' naval and military establishment is far belo what it should be, and besides that this government does not intend to hamper in any way the inventive faculty of the people of this country. Nor is it ex pected that Great Britain will do so. In fact, the most important reeult which the officials expect of the conference will be the adoption of some plan for the reference of disputes to general ar bitration, and the United States will have a plan of this character as well as other nations. Tbe administration ' is strongly in favor of arbitration as tbe means for tbe ettlement of disputes among nations, and while it appreciates that there are a number of controversies that can only be settled by war, it is still believed that many questions which arise and are causes of much friction may, be ad justed by arbitration. The president is committed to inter national arbitration by bis inaugural address and by subsequent declarations, but bia administration has not at tempted to negotiate arbitration treaties for one reason, because of the im minence of war with Spain, and the oc currence of the war. In view of the as sembling of tbe conference at The Hague, it is thought by the officials that the lime has come when' tbe adminis tration can pnt iteelf on record before the world as favoring arbitration. REBELS LOSS ES TIMATED AT 150 Of These Fifty Were Killed and One Hundred Wounded, According to General Miles Several Cases of Sunstroke Among the Americans. Manila, March 23. 5:30 p. m. De tails of the fighting at Hollo on March 16 show that 400 rebel riflemen from Pa a ia were met by seven companies of the Eighteenth regiment, United States in fantry, and a battalion of Tennessee vol unteers. Supporting these troops were three two-inch Hotchkiss guns under General Miller, North of Jaro, across tbe river, the Americans were met with a heavy fire. One man was killed and fifteen - wounded of the . Eighteenth regiment, and there were several cases of sunstroke. General Miller estimates that fifty rebels were killed and 100 wounded. Lieuten ant Ferruclo Vital, military attache of the Italian embassy at Washington, has arrived here en route to the Philippines, where be will watch the military opera tions as the military representative of the Italian government. He has been as signed to comfortable quarters on the City of Puebla, which is to - convey part of the Ninth infantry to Manila. United States-Makes a Proposal. Londox, March 23. In the bonse ot commons today James Francis Hogan, anti-Parnellite, aeked whether a modus Vivendi had been arrived in tbe matter of the Alaska' boundary, and whether information concerning tbe reported dis turbances had been received. In reply the parliamentary secretary of foreign affairs said proposals for a modus vivendi has been made by the United StateB government, and added that they are now under consideration. Mr. John T.Graham, of Denver, who owns ex tensive gold and silver mines in Colorado and New Mexico and copper mines in Utah, passed through Topeka today on his way to . his home. Mr Graham operates smelting plants at his various mines, and he has been in New York in attendance at tbe meeting of smelter operators which resulted in the perfection of a gigantic trusty with a capital of $65,000,000. While in this city Mr. Graham made the important statement that the first step made by tbe new trust would be to advance the price of silver 10 per cent. "This is a trust that will prove bene ficial instead of oppressive," said Mr. Graham. . "All the smelter operators who entered into the combine signed a contract agreeing not to raise tbe price on the treatment of ore lor ten years. The. advance in silver will be made within a very short time, just as soon as tbe combine can be perfected."
