CUBA'S FACTIONAL SQUABBLE.
The wrangle which has taken place
"between the Cuban assembly and
the adherents of Gen. Gomez shows
the weakness in Spanish-American
character which has been fatal to so
many of its governments. The as
sembly, which represents the insur
gent army only, and which is com
posed chiefly of officers of the
insurgent forces, has turned on
Gomez, whom it idolized until a few
days ago, and charges him with
treason to Cuba. The same body
made a disturbance at the funeral of
Garcia, and attacked him Just before
his death on the accusation that he
bad betrayed the Cuban cause.
There is evidence here of an unfit
ness fcr self-government which will
strike intelligent friends of Cuba
inside and outside the island. The
only thing which prevents a civil
war in Cuba at this moment is the
presence of the American troops.
The assembly has turned against
Gomez as savagely as any of its
members ever did against the Spanish
government, and it would fight him
with the same weapons and withthe
same persistence that the men com
posing it fought Spain. The presence
of the United States prevents a
breach of the peace and preserves
order, but the factional feud which
has been developed will continue,
and would cause trouble for the
island if the American soldiers were
to be withdrawn. '
This does not mean that the United
States will have any difficulty in
- maintaining . order. The American
programme will be carried out ener
getically and persistently. All the
insurgent forces will be' disbanded
as a necessary preliminary to the
restoration of normal conditions in
the' island. The fact that Gomez
favors disbandment on the payment
of the $3,000,000 promised by the
United States is tie chief reason
why the assembly has turned against
him. The assembly stands out for
a larger subsidy, and, as this is not
- to be given, that body opposes the
American plan of pacification. The
probability is that most of the
"money will go to the officers, and
this is the reason that that junta
wants the sum to be increased. In
this purpose, of couise, it will fail.
The hostility of the assembly will be
encountered by the United States
until that body falls to pieces, and
this end, as shown by the factional
strife in its ranks, seems to be not
far off. It is fortunate for the masses
of the Cubans and for the business
element in the island that a power
which is able and determined to
preserve order and to administer
even and exact justice to all persons
in the island has control of' affairs in
Cuba at this moment. Globe-Democrat.
It is estimated that between 150,
000 and 200,000 working men and
women Lave profited by the general
upward movement in wages during
the past month. The improved con
ditions cover a wide industrial area,
bat are especially conspicuous in the
textile . manufacturing districts of
New England, and in the iron and
steel territory of the great Middle
"West. A notable feature in the
advance in wages is that it has come
for the most part from employers
and represents . entirely voluntary
action on their part. The guns of
the labor agitators have been spiked
by this action, and the hosts of labor
that march under their banners are
given to enjoy the pleasing sensation
on payday an increased wage scale,
'which has not been secured by weeks
or months of enforced idleness, dis
sension, anxiety and violence. This
is certainly a striking illustration of
an improved industrial . condition
happily secured without a strike.
