Enemy With Good Effect All the
American Troops in Active Service.
Manila., Feb. 23. Skirmishing in the
suburbs of the city baa been carrried
on all day, the rebels bavins begun hos
tilities this morning, with the evident
purpose of detracting attention from
the City itself. Detecting this purpose,
and realizing that it means further at
tempts on tbe part of the rebels to burn
the city, General Ctis issued an order to
the effect that no inhabitant of Manila
most be found outside bis own home
after 7 o'clock p. m., until farther
orders.
Every available American soldier ia in
active service today, either in Manila
itself or on the firing line in the suburbs.
Several short but sharp engagements
have been fought, and the Monitor Mon
adock shelled the enemy, with good ef
fect. Tbe American losses today have
been slight.
- Manila, Feb. 23. 5:30 p. m. With
daylight this morning the enemy com
menced worrying tactics at various parts
of the American line, apparently for the
purpose of withdrawing attention from
affairs in the city. An attempt was
made to rnsh through our extreme leit
near Calocan, but it was promptly
checked by a hot and effective musketry
and artillery fire. In the meantime
small bodies of rebele.'evidently some of
those engaged last night in the coward
ly work at Tondo, spread out between
the city and tbe outposts. Every avail
able man was sent to drive them away,
with the result that there was desultory
. firing all the morning.
From 8 o'clock until 10 a. m. the
monitor Monadnock participated in the
engagement, hurling 10-inch shells oyer
the American lines into bodies of the
enemy, as indicated by tbe signal corps.
' At 11 o'clock there were sharp en
gagements at the Chinese cemetery and
at San Pedro Macati almost simultan
eously, but tbejartillery fire from both
,, positions drove the enemy back.
From the high towers of the city fires
caa be seen burning at different points
outside. ' Some of these are probably
due to the Monadnock's sbelle. -
. . It is currently reported that the
natives have threatened to burn Escolata
-and the walled city tonight. Scores of
rebels have been arrested in the Tondo
district. : A band of 60 rebels having two
. carloads of arms and accoutrements was
captured in a bouse. Business is tempor
arily suspended.
Fire has burned in Tondo district all
day. . The rebels between the city and
ontpoBts are being smoked out this after
noon and driven toward tbe beach. '
Sharpshooters at various parts of the
line are very annoying, but otherwise
there has been no further excitement
. since the frustration of the morning
attack.
Lieutenant Eugene S. French, of com
pany L, First Montana volunteers, and
Private Oscar Felton, Sonth Dakota volunteers,-
were killed, and two other
Dakotans were wounded.

insorgents made a demonstration off
McArthur's front, near Calocan, and

Snow Storms Raging.
Omaha, Neb., Feb. 23 A furious snow
storm is raging throughout Nebraska. In
Omaha a terrific wind accompanies the
enow, but out in the state there is not so
much wind, and tbe indications are that
the fall will ; be quite beneficial to
stock and winter wheat. Several inches
of enow have fallen. ".
Reports from various towns in Kansas
show that a blizzard is raging in that
state.

New York, Feb. 23. Speaking at the
Washington's birthday banquet of the
Southern Society last night, Wu Ting
Fang, the Chinese minister, said he had
heard of Washington and revered - his
memory. When a boy in China he had
understood that Washington had con
fined himself to the country which he
governed. His successors had done
likewise. A change had come, however.
within the last year. There were those
who accused President McKinley of im
perialism. Tbe president's idea of im
perialism means civilization and liberty.
For himself be would add the qualifica
tion of fairness to men of all parties
without regard to race or color.
The United States now possessed tbe
Philippines. There was a discussion
whether or not this country should keep
them. - The hesitation was commend
able, because it showed a noble spirit.
A costly gift bestowed upon an ignoble
man would be accepted by him without
question. The Philippines , were near
neighbors of the Chinese empire, and
bis people would rather have friendly
neighbors than unfriendly ones. The
trade of this country with China was in
creasing, and with the establishment of
our governmenment in these islands
this trade would be greatly increased.
There was one obstacle that stood in
tbe way ot thoroughly friendly relations
between this country and China, and
that was tbe Chinese exclusion act. This
situation was brought" about because ot
tbe impression tbe people of tbis country
bad obtained of tbe people of China from
seeing tbe poorer classes of laborers in
San Francisco. He belived tbe establish-
ment of closer relations between the
two countries would tend to do away
with this prejudice and the abolishment
of this law.
China is constrncting a railroad frcm
the north to the sonth, and has practical
ly thrown open the doors to the trade of
all the world. The people of the United
States would be welcomed by. the mer
chants of China with open arms.
Grass Springing Dp.
Pbndletox , ( Or. , Feb. 22. It is learn
ed that in the extensive livestock region
south of this city, extending into South
Umatilla,' and into Grant and Morrow
counties, the necessity for feeding cattle
and sheep is about past. Grass on all
the lower t levels is springing up, and
many bands are now browsing on the
hillsides and lower foothills. Had cold
weather continued any longer, the loss
would Jiave been extremely heavy. Hay
was almost exhausted, some ranchers
having fed every pound. Tbe other day
a thrifty rancher at Ridge, who usually
has a surplus of bay in tbe spring, bought
a large quantity at . $9 a ton. The
ordinary price is $4 to $5Y Farther west,
in Gilliam and Sherman counties, so re
ports say, the loss of livestock has been
heavy.
