President Appoints a Court of Inquiry
to Examine Into the Charges of
Commanding General, Regarding
Meat Furnished During the War.
New Yobk, Feb. 9. A dispatch to
the Herald from Washington says:
General Nelson A. Miles will not re
ceive a brevet for his conduct of the
campaign in Fprto Rico. This has been
decided upon by the board considering
the rewards to be given to officers and
men who performed acts of courage and
gallantry during the war.
It is asserted by members of the board
that their decieiou is not due to the feel
ing in administration circles against the
general, but to the fact that there is no
reward; which, under the statutes, can
be given him;' He could only be brevet
ed a lieutenant-general, and that office
doos not exist.
Should congress desire to recogniza
the service of Gen. Miles, it can pass a
resolution authorizing the president to
grant him the brevet of lieutenant-general.
Friends of the major-general may
try to get such a measure through con
gress. Much comment has been occasioned
in army circles by the failure of the war
department to consult with Gen. Miles
respecting the operations in the Phil
ippines. It -is stated by officials that
Gen. Otis has the situation fully in hand
and that it is Decessarv not to hamper
him with instructions of any kind.
Washington, Feb. 9. The president
has appointed a court of inquiry to ex
amine into the charges touching the
meat furnished during the war with
8pain and other matters involved in the
charges of Gen. Miles against the ad
ministration of war affairs. The court
will consist of Major-Gen. Wade,. Col.
George W. Davis, Ninth infantry, - and
Col. Gillespie, corps of engineers.
The court will meet in this city on
'February 15tb, to investigate the allega
tions of Miles as to the meat furnished
the army. The court will submit an
opinion upon the merits of the case, and
Miles' charges, together with such rec
ommendations of further, proceedings as
'may .be, warranted by the facts devel
.. oped in the course of inquiry. ...
'. Miles declined to discuss the appoint
ment of the court.

Twenty-One Below Zero at Chicago
Inhabitants Are Suffering.
Chicago, Feb. 9. This city is m the
grip of the coldest weather since 1872.
Twenty-two below is last night's record.
About twenty persons were so severely
frost-bitten during . the early morning
that they had to be taken from the
streets to hospitals. Several portions of
the city are suffering from lack of water,
due to frozen pipes. One man was
frozen to death on the street last night
while intoxicated. .
Huron, 8. D., is the coldest place in'
the United States today, with 36 below,

port 12 below today. ' The cold wave
shows increased intensity in the central
portions of the country. The line of
zero temperature passes from Chesa
peake bay westward over Tennessee,
Arkansas and Oklahoma.
Freezing temperatures today are re
ported as far as Central Florida. The
indications are that the extreme ;old
will moderate somewhat Friday.
Newspaper dispatches from St. Paul,
Kansas . City, Omaha, Cleveland, O.,
Louisville, New York and other places
too numerous to mention, tell of the
coldest weather in many years. At
Kansas City twenty degrees below broke
the local low temperature record.
There is much delay to all kinds of
traffic throughout the country, due to
the extreme cold weather. t .
At Joilet, III., the temperature is 26
below. Geo. Hamilton and Frank Du
briet were frozen to death.
At St. Louis, Mo., 16 below was reg
istered. Sam Kennedy, a laborer, was
frozen to death.

Iowa Town Burned.
Webstkb CiTY,.ia, Feb. 8. Belmond,
a,-town of over 2000 inhabitants, in
Wright county, is burning, the fire hav
ing started at 10:30 a. m. Tbe ther
mometer is 21 degrees below zero, and a
stong wind is blowing. Nothing can be
done by the firemen to check the flames,
as the fire plugs are frozen up. Many
residents are being driven ' from their
homes, eome without enough clothing
to keep them warm.' It is useless to call
for help to fight the fire from neighbor
ing townf", for the water mains cannot
be thawed out. The flames started (in
the Union block, occupied by the Iowa
Valley bank.

ond attack of La Grippe this year," says
Mr. Jas. A. Jones, publisher of the
Leader, Mexia, Texas. "In the latter

. Died at the Opera.
New York, Feb. 8. Mrs. Maria Allen,
wife of Colonel Ethan Allen, grandson
of the Revolutionary hero of that name,
died in the Metropolitan opera house to
night. Just as the curtain went up,
Mrs. Allen gasped and fell forward. She
was carried to the corridor and thence to
the reception-room where she" died in a
few minutes.

Iloilo to be Bombarded at 9 O'clock This
Morning The - First Tennessee
Reinforces Miller. .
Washington, Feb. 8. The following
dispatch was received this morning from
Admiral Dewey:
"After continued intimidation of our
workmen I ordered the army of insurg
ents to leave San Roque by 9 o'clock this
morning. They left during the night,
after burning the village. The place is
occupied by our troops." ' ". ' . S
The naval yards are located at San
Roque, adjacent to Cavite,. and hence
the importance ot this, move on tbe part
of Dewey is at once apparent.
First Tennessee Reinforces Miller.
Washington, Feb. 91 General - 'Otis
notified the war department this morn
ing of the departure of the first Tennes
see regiment to reinforce Gen. Miller at
Iloilo. .The demand for the surrender
of that place will be made by the Amer
ican forces tomorrow. It is . expected
that tbe report of the . result of this
movement will be learned .here not later
than Monday next.
The Tennesseeans sailed for Iloilo on
the St. Paul. Brigadier General Miller's
force now consists of battery. G, the
Sixth and Eighteenth regular, infantry
regiments, and half a .'signal company,
with tbe Baltimore, Boston and Petrel.
It is not unlikely that the demand for
the surrender of Iloilo will be refused.
In that event there will in .all probabili
ty be a very sham fight. There are 2000
of the insurgents who are well supplied
with arms Remingtons and Mausers.
It is claimed that there are over
5000 men in the city who are . armed,
and outside of the city are nearly 10,000
Montanes and mixed natives, armed
with knives and spears.
In Nogros, a near-by island, it; is re
ported that some 20,000 men are in arms
waiting for a call. Several schooners
loaded with men are daily entering tbe
river. Day and night preparations con''
tinueior lively resistance. Every hour
of delay is made to. count in throwing
up works and barricading streets. It is
threatened that if tbe Pilipinos should
meet with defeat the town will be
burned. x
No Difficulty Expected in Taking Ho Ilo.'
Washington, Feb. 9. Naval- officers
say there will be.no difficulty taking Ilo
Ilo. There may be some casualties, but
the officers don' expect they will be
very serious. . "..- '

Washington, Feb. 9.-H3eneral Oiis
has cabled the war department that he
has eent orders to General Miller 'to
bombard Ilo Ilo at 9 o'clock tomorrow
morning if the demand for surrender is
not complied with.'
Situation ia Manila" Reported Quiet.
Manila, Feb! 9. The provost guard
is in absolute control of Manila. All
fears of a" native uprising in the city
were dispelled by the promptitude
which tquelled the outbreak . Monday
evening. - The streets were- deserted last
evening -by 9 o'clock, and not a light
was to be seen in the native quarters.
The Filipinos, accustomed to Spanish
methods, . are constantly inquiring of

American Losses Up to Date.
Washington, Feb. 9. General Otis
reports today that the American losses
at Manila to date are 61 killed and 207
wounded.
