MISSING THE VITAL POINT.
Sheriff's Sale.
House and senate at Otympia have
passed the memorial urging congress
to appropriate S20,000 for the im
provement of the Snake river . be
tween Asotin and the mouth of the
Grand Ronde river. This stretch of
water is above Lcwiston, and the pro
posed improvement is of local char
acter, having little or no bearing on
the problem of securing an open
river to the sea.
The key to an open river is the
construction of a portage road around
the obstructions in the Columbia at
Cehlo, and the improvement of the
lower Snake river. When these im
provements are made, the ' Inland
Empire will have an open river to
the sea. The government having
built the portage road and cleared
out the lower Snake, any individual
or company will be free to put lines
of steamers on these rivers; and these
steamers can gather grain, fruit, ores
and other products in the Lewiston,
Palouse and Walla Walla countries,
transport them to Celilo, transfer
them there over the portage road to
6teamers waiting below, and send
them on down the river to Portland,
"Vancouver, Kalama or Astoria, where
ships will be waiting for them.
This is the plan mapped out in
1893 b' an eminent board of United
States engineers. "When the lower
Snake is made navigable," says Ibis
report, "it will add 200 miles to any
navigation to be affected by any im
provement at Celilo and The Dalles."
It is outrageous that congress has
gone on ignoring the recommenda
tions of this board, while it has con
tinued the wasteful policy of spend
ing millions of dollars for lmprov-
ing trifling rivers of the east and the
south. An example of this folly was
brought out yesterday in the congres
sional debate, when Mr. Hepburn of
Iowa stated tnat in the past twelve
years the government h8 expended
$1,500,000 on the Muskingum river
in Ohio. A third of this sum would
have given us an open river to the
sea, since the engineer board esti
mated the cost of the portage road at
only $454,000, and not a great sum
would be required to improve the
lower Snake. .
If the government is not going to
improve and open such streams as the
Columbia and Snake, two of the great
rivers of the continent, it ought to
go out of the business of spending
money, on rivers and harbors.
Spokesman-Review.
One of the strong men of the south
west in every sense of the-word was
the late Augustus II. Garland. He
filled many posts of responsibility,
and-was called to none in which he
did not acquit himself well. In the
coarse of a long public career he was
governor of Arkansas, senator from
the same stale, and attorney general
in the cabinet of Mr. Cleveland.
Professionally he lookadvanced rank
and was pleading a case in the high
est court in the land when the end
same. Nearly his whole life was
passed in Arkansas. He will go into
the history of the state as a natural
leader and a public man of exception
al capacity.
