Salem, Feb. 2. The greater portion of
the forenoon session of the boose today
was given up to hearing: reports of stand
ing committees. In 'addition to this,
two bills were passed and eight iew bills
- introduced.
The bills passed were thoseby Curtis,
amending the salmon-fishing lane
passed at the special sessionso as to con
form with the regulations agreed upon
by the joint fisheries committee, and by
Myers, to apply to the Aiilitary fund
all moneys that may be received from
the government for -transportation
and equipment of the econd Oregon
volunteers. i V
Bills were introduced as follows ; By
Boss, to prohibit the destruction and
injury of records or property on public
lands ; by Butt, to amend the code rela
tive to the sale of liquors so as to require
a license for the srle of any quantity,
whether less than a gallon or, more ; by
Young, to authorize the levy of a die
trice road tax not to exceed 1U mills in
road districts not embraced in incorpcr
ated towns oi zuuu . population or, over ;
by Brattain, to restrict number of wit
nesses in criminal ationsjbefore justices
of the peace to be paid by the coantiea
to five for each side unless otherwise or
dered by the- county : by Freeland. to
incorporate the town of Heppner; by
Maxwell, to authorize Tillamook county
to purchase the little Nestucca toll road ;
by Whitney, to empower Indian war
, veterans to sue the state ipon claims for
services, horses or equipments ; by Vir
tue, to provide for condemnation of a
right of way for conducting water for
- mining purposes.
"The Curtis bill to fix the salaries of
district attorneys was reported . with
amendments by the judiciary committee
this morning, and the bill was made a
special order for 4 o'clock this afternoon.
There promises to be a lively time over
the passage of the bill, as the salaries
paid are considered exorbitant.
In the Senate.
In the senate this morning a resolu
tion to authorize the exchange of the old
blind institute site for a block adjoining
. the present site of the blind institute,
owned by J. H. Albert, was the special
order, and, after a vote carrying the res
olution was nearly completed, it was re
committed on a statement from Selling
that he had just heard something about
it that needed investigation. -
Smith's constitutionaUamendment to
provide for a vote on the initiative and
' referendum was adopted after a brief
discussion by a vote of 2D to 8, those who
objected doing bo because they - believed
- the echeme im practicable. Some favor
- ed submitting it to the people, who
frankly said they wojald vote against it
v on sucn submission.
Fulton's bill relating to negotiable in
Btrnments, the one recommended by the
American Bar Association, was made a
special oraer tomorrow at 2 :5V on re
quest of Daly of Lake.

running at large, instead of counties as
now, was passed. .
Selling introduced a bill to reduce the
fee of the secretary of state for certified
copies from 25 cents to 10 cents per folio,
and Fulton, on request of Morrow, a bill
to incorporate the town of Heppner.

Cuban t. Commander- in- Chief Pledges
Himself to Aid in Securing the
Disbandment of the Army.
Remedios, Santa Clara, Cuba, Feb. 1,
via Havana, Feb. 7. "Maximo Gomez,
commander-in-chief of the Cuban arjny,
placed himself squarely in a position to
day as an active ally of the United
States government. in the work of recon
struction in Cnba.
As the result of a conference which
Robert P. Porter, -special commissioner
of President" McKinley, has had with
Gbmez, the latter cabled to President
McKinley this afternoon assuring him
of his co-operation in ' disbanding the
Cuban army and distributing among the
Cuban soldiers $3,000,000 appropriated
for the purpose of enabling them to re
turn to their homes.' Gomez also tele
graphed to Major-General Brooke, say
ing be would accept the latter's invi
tation to go to Havana.
The success of Porter's mission greatly
simplifies the returning of military Cu
bans to pursuits of peace. In view of
Gomez' supposed prior attitude of hos
tility toward the United States, Porter
came here clothed with absolute author
ity and his tender, of $3,000,000 was
practically a verbal ultimatum. . Had it
not been accepted no more- proposals
would have been made.
' . In brief, the compact is as follows :
First The Cuban officers in each
province shall assist the American offi
cers in distributing the funds. ,
. Second These officers shall at once
meet at some convenient point and de
vise when and where settlements- are to
be made and arrange any other details.
Third The sum paid to 'each man
Bhall not be regarded as part payment of
salary or wages due for services rendered
but to facilitate disbandment of the
army, in relief of suffering and to aid in
getting people to work.
'Fourth The Cubans shall surrender
their arms to the Cuban assembly . or to
its representatives. .
Fifth The committee on distribution
shall use its best endeavors to distribute
the money anjpng the population so all
may secure work.
Sixth The $3,000,000 shall be placed
subject to the order of General Brooke,
and action in the matter shall be im
mediate. 1

members of the joint commission at Ma
nila have demanded the release of the
launches seized by the Americans ; also
that they be allowed to float the Filipi
no, flag in the waters of the Philippines.
Gen. Otis is said to be in favor of grant
ing these concessions, bat Admiral Dew
ey has refused, not wishing to be com
pelled to keep a - continual outlook for
the smuggling of arms into the islands.
He also wishes to avert, if possible, a
torpedo attack.- The use of the Filipino
flag will permitted on shore. The mili
tary and the police almost daily seize
quantities of rifles and ammunitlob.
The city is thoroughly 'patrolled, - es
pecially at night. " The Filipino tele
graph ; office has been closed by the
Americans, having learned that the
wires were being used to transmit Gen.
Otis' secret ordess to the Filipino . lead
ers. .
Two guns of a Utah battery have been
mounted. There is no evidence that the
Filipinos intend to begin hostilities, but
it is practically a certainty that they
will resist if the Americans attempt to
foree matters. '
The radical independence element
now dominates the Filipino government.
Since the killing of the Filipino officer
by a Minnesota soldier, American offi
cers have not ventured outside of Ma
nila. Foreigners are not permitted to
travel in the interior . without a pass

Senatorial Fight Out of the Way, Both
Branches Settle Down to Routine
Work. '

progressed undisturbed.- Four bills were
killed, accepting the committee's report
that they would be indefinitely " post
poned.
These bills were passed by the house:
By Shelter, for appointment of guar
dians for insane persons ; by Pratt, au
thorizing municipal corporations to pro
vide for acceptance of warrants upon
local improvement funds for local im
provements; by Daniels," admitting In
dian war veterans to the state soldiers'
home. ' .
' In the senate the morning was spent
in discussion of the capitol building bill
carrying an appropriation of six hun
dred thousand dollars.
Mr. S. A. Fackler, editor of the
