Eastern capital ' is something to which the ordinary western com munity affixes a most extraordinary valine. From the inception of a new town the necessity of enlisting the aid of eastern capital to develop the resources tributary thereto is dinned into ' the ears of the townspeople steadily and unceasingly. A tour of western chambers of commerce and boards of trade would leave ope with the impression that it! is absolutely impossible to develop the latent -wealth of the west unless eastern capital is poured into the country in a large and golden stream. To that end the fears of the timid eastern capitalist must be allayed, he must not be told the bare truth but must have it dished up to him in some cunning disguise tha't will arouse all the covelousness there is within'him. He must be pampered and smooth ed. But after ' all, what successful northwestern commjinity basjbenefit - ed greatly by the incoming of eastern 'capital? True, there has been a large benefit but is it not small in proportion to the benefit that has been derived from the individual energy, pluck and faith of the suc cessful community. ... The three most successful cities of the Pacific northwest are Spokane, Seattle and Portland. The success of each is due almost entirely to the Tieorjle who made them rather than A to the investment in them of eastern capital. Spokane is successful chief ly because her people hpd the nerve, perseverance, ability and energy to develoD with their own muscle and- money small though the supply Vof the latter was the mineral atfd agri cultural resources of the region at a time when eastern capital was hiding in the vaults of the east. - What put Seattle ahead of other little milling ports on Puget sound was not her lo cation, for the great harbor of the Sound offers many another such choice locatitn for a large port, but the fact that the people of the little village in the 70s banded themselves together, built with their own , hands a grade for a railway t? the adjacent coal fields, went into their own purses and subscribed a sum sufficient to purchase in the east a shipload of rails, built the road and thus made eeaitle a railroad town. ibis same spirit has since prevailed so that whenever Seattle has wanted any thing she has proceeded to get it for herself. Portland was established by- little band of emigrants who had crossed the plains in ox carts and primitive wagon trains. They had . more energy than the emigrants who settled elsewhere in the vicinity and hence Portland was sent ahead by their, efforts. She made herself great, commercial and financial center, and to do so she did not call on the . east. Her wealth came from the soil and from the efforts of her founders. Spokesman RevieW.
