Among the victims of the grippe in
our city is Robt. 'league, who is unable
to fill his position at Johnson & Faulk
tier's store.

'3C Protc Domestic Animals. -
"The bill of Representative Grace, of
Baker county, to prohibit the poisoning
of domestic animals, is receiving the
favorable opinion of nearly every mem
ber of the legislature, and will un
questionably become a law. The full
text of the bill is as follows:
"If any person . shall put out or place
-any poieon where the same is ' liable to
be eaten by any horse, cattle, sheep,
' bog, or other domestic animals of value,
the property of another, with intent to
i. poison such animal, such person, upon
'conviction thereof, shall be punished by
imprisonment in the penitentiary not
less than one, nor more than five years,
or by imprisonment in the county jail
not less than three nor more than 12
.months, or by fine of not less than $100
norraore than $1000."
Had some such bill been passed yeara
ago many of our sheep men would prob
ably not have suffered such a loss from
this practice of putting out poison pro
miscuously. Hundreds of dollars worth
of animals have been killed through the
epite or carelessness of persons who take
this means of "getting even" with a
neighbor. The bill also refers to do
mestic animals which are kept as pets
- about the house. . Many residents of our
city have recently lost valuable dogs
from poison carelessly set out by i
neighbor; but had no redress, and there
fore the matter was passed over. If this
bill pass, it will no doubt put a stop to
uch proceedings.
Wool Prospects for 1899.
Thereon E. Fell, manager of the Pen
dleton Scouring mills and of the Pendle
ton Woolen mills, gives an interview to
the East Oregonian on the wool prospect
for 1899, saying substantially what he
sent out to the growers in the form of a
circular.
Among other things he said : It is
my impression that - those, wbo direct
their wool to be sold for . market value
during the next three months will net
better results t,han those who hold for
spring sales, which will inevitably be af
fected by the. offering of two clips at
' once, depressing prices.
"The past year has been most disap
roointinff to wool merchants, one which
fcae brought heavy losses to wool specu
Sators. and is without a penny's profit to

neat the only ones who will profit by
the indefinite holding of wool for prices
much better than can now be obtained,
are warehousemen, insurance companies
aud banks, who receive the storage, in
surance and interest the wool has to pay.

lation. Salem, Jau. 19. Familiar faces of
many professional lobbyists are appear
ing about the capitol building, and from
present indications, there will be quite
a respectable third house from a numeri
cal standpoint, on the ground before the
close of the session.
The professional lobbyist, provided he
is not retained before be arrives here, is
willing to take any side of the question
if be is paid for his services. His posi
tion upon a measure pending before the
legislature more frequently depends up
on the weight of the financial support
that may be enlisted either for or against
it than upon the merits of the bill.
There are some lobbyists, however,
wbo are.above mercenary motives, and
who appear in the arena of the legisla
tive battle only from principle. This
class of lobbyists include those who
have pet hobbies that they have been
endeavoring to ride into legislative
enactment for years. Money offers no
temptation to them.
Perhaps the most lobbying will be
done in the interest of pilotage, liquor,
nsurance, railroad, school book, nickel-
n-the-slot and loan and trust company
legislation. .
As there are several measures pending
the passage of which will prove a serious
menace to the liquor interests, there" is
little question but what the liquor inter
ests will also be represented by a third
bouse delegation later in the session.
The same maybe said ol the anti-nickel-
in-the-slot and anti-cigarette bills. It
will require eome effective work, per
haps to kill these bills. In regard to
the bill to prohibit the selling of liquor
in private boxes of restaurants, present
ndications point to a paesage of the
measure.
Considerable progress is being made
in the matter ot getting bills into the
hands of committees. The state printer's
force has been' doing some hard work,
and bills are being ground out at a
rapid rate in consequence. In the
bouse alone there were yesterday 55 bills
read the second time, and committed
into the hands of the proper committees
The various committees as well as com
mittee clerks will be kept busv the rest
of the week in consequence.
The introduction of bills is not pro
ceeding at the rate that was evidenced
the first week of the session, although a
number find their way to the desk of the
clerk in the two houses each day.

Has Finally Passed.
Victoria, Jan. 18. The act td ptO'
Dibit aliens from owning placer mines
in British Columbia finally passed the
provincial legislature this . afternoon
and received the formal assent of the
lieutenant-governor. The act goes into
effect at once.

Pioneer Orchestra Leader Dies.
San Francisco, Jan. 18. The death is
announced of Joseph L. Schmitz, the
leader of the firet theater orchestra in
this city. He came here from New
York in 1850. He was'a member of the
famous Dodsworth band, of that city.
During bis career on this coast he hap
held the baton at the principal theaters
and musical functions, and was con
ductor for "Jennie Lind, Mme. Anna
Bishop, Di Murska, and all the other
stars who came here in early days, and
lor many who have visited this coast in
later years. Mr.' Schmitz was. born in
Germany, December 21, 1821.
