JTwo Boys' Narrow Escape.
'"Oregon City, Jan. 14. Two sons of
Walter Kiroheui, of Logan, Norve, aged
12, and a younger brother 5-year3 old,
had a miraculous escape from drowning
in the Clackamas river three miles above
the hatchery yesterday. The boys drove
down to the river with a wagon and
team to get a "load of gravel. To rench
the gravel bed they had to drive through
the edge of the stream around a clump
of willows, but the river was unusually
high and they suddenly found them
selves in deep, swift-miming water,
The boys floated off the' wagon on a
narrow plank and down the turbulent
waters of the Ciai'kamas over rapids for
about a milt, when in some way tbe
plank with its human freight .reached
the shore. The horses were carried 3

PHILIPPINE
IMPROVEMENTS
War Department Encouraged By tbe
Receipt of News From Otis Con
tradicting Recent Rumors.
Washington, Jan. 14. War depart
ment officials were very much encour
aged today upon receipt of the news
from Otis at Manila, that indicated a
distinct improvement in the situation
there.
The general's dispatch completely
negatives the absurd story from Madrid
of tbe American troops at Manila hav
ing mutinied and refused to proceed to
Ilo Ilo, necessitating the withdrawal of
Miller's forces from that port. Otis la
master wherever he has planted his foot
and undoubtedly is able to carry out any
policy aa to treatment of natives the ad
ministration ia likely to dictate.
There are indications that encourage
officials here to believe that the con
ciliatory policy toward the natives that
was recently adopted will succeed, al
though it cannot be expected that the
Filipinos will be convinced at once of
the absolute good faith in which Otia is
acting toward them.
