THE KUY KENDALL SCHOOL LAW .A Portion of It Condemned by Resolu tions Presented at the Late l Meeting of Superintends. 'At the meeting of the county school euperintendents recently held in Port land, the following resolutions presented by Prof. Gavin of this city, were adopted and will be submitted to the coming legislature. As every person who has children to educate is interested in the matter, and will no doubt coincide with the spirit of the resolutions we publish them below : Be it resolved, By the department of superintendence of the Oregon State Teachers' Association, in regular session assembled : First That we condemn that portion of the Kuykendall school law (senate bill 2ko. 68, passed by the special session of the legislature), which, in the country districts, - takes from parents having children to educate tbe right to vote on the questions of building schoolhouses, borrowing money, levying school taxes and petitioning for the division or con solidation of school districts; that we re gard such portion of the act as injurious to the educational interests of the state, and as not -justified by public needs or public sentiment: that we request the regular session of the legislature to re peal promptly such portion of tbe act, and to attach the emergency clause to such repeal. Second That the qualifications for voters at all school elections and meet ings should be uniform in all districts in the state having less than 4000 popula tion (those districts bavins three di rectors), and should include household ers (fathers and widows) having children of school age in the district, and tax payers, male and female. The Kuvkendall school law referred to is as follows : Section l. la all school districts in this state now created or that shall here after be created, any citizen of this state, male or female, married or unmarried, ehall be entitled to vote at any school election or school meeting, who is twenty-one years of age, and has resided in the. district thirty (30) days immedi ately preceding the meeting or election, and who has property in the district of the value of at least $100, as Bhown by the last preceding county assessment, upon which be or she is required to pay a tax ; provided, that in districts of;' less than one thousand inhabitants women who are widows and male citizens over mm- twenty-one (.21) years of age who have children in the district of school age, and who shall have resided iu the district tbirity (30) days, as aforesaid, shall be entitled to vote at any school meeting for the election " of school directors or school clerk. ,': Section 2. All school districts in this state having a school population of two thousand or over, as shown by the last preceding school census, shall be sud- divided into voting wards by the direc tors of such district, such wards to con form as near as possible to the city wards comprised in its boundaries. The board of directors - of all such districts shall establish at least one polling place in each ward, the judge and clerks of which shall be qualified electors within tte provisions of this act, and residents of such ward; and each elector shall be required to caBt his or her ballot in that ward in which he or she resides. Section 3. - All acts or parts of acts in conflict herewith are hereby repealed. Section 4. Inasmuch as uncertainty now exists as to the qualifications of voters in such school districts, this act shall take effect from and after its ap proval by the governor. Approved Oct. 15, .1993. High Jinks Party.7 The residence of Mrs.' h W.' .French was beautiful Saturday night in its decoration of evergreen, popcorn, tinsel, etc., while the many-colored lights made the scene enchanting, as a party of young people, who were gathered in honor of Miss Patterson, flitted two and fro in High Jinks costumes, many of them very pretty, while others furnished much amusement to the remainder of the party. The young gentlemen were particularly marked in their gallant de meanor toward the young ladies, who never looked sweeter nor more charming. High Jinks games were indulged, in one of which Brown Eyed Susan excelled and Dollie Varden was the least fortu nate. Music was one of the principal features of tbe evening, while the cake walk and inarches were executed ad mirably. i j At about 11 o'clock the table, which had been tastily and prettily spread with numerous tempting dishes, was surrounded by the gay party, who en tered as much into the spirit of this part of the program, as that of the re mainder. As the clock struck 12 and the whistles around the city told that the new year had arrived, each eagerly wished the others a happy new year, and all joined in singing the old out and the new in. Mr. French then arriving upon the scene, begged for admittance, and being installed, took a flash light picture of the party, which was composed of the fol lowing guests, who were received bv Lord and Lady Keddington: Priscilla Prim, Dottie Dimple, Annie Laurie, Dolly Varden, Airy Fairy Lillian, Blue Belle, Brown Eyed Susan, Fairy Faye, Lieut. A petition was presented bylsaac Joles and others asking that a 6-inch main be laid in the alley back of Fifth street from Court to Washington. Action was con tinued till next meeting. K. I. Young appeared before the com mlssioners and asked that an extention of the water main be made on Alvord and Madison streets. " Referred to Crossen and Randall to examine and re port at next meeting. San Fkancisco, Jan. 1. As a result of a row in a saloon at 113 O'Farrell street, today, James Gallagher was fatally shot by John alias 'Mike" Flynn. Gallagher who was an ex-pugilist, died soon after the affray, but was able to make an ante mortem statement, declaring that he had been slain by Flynn. The pistol with which the crime was committed has not been found. Neither Flynn nor the others who witnessed tbe quarrel will talk about the matter. Jerry Sulli van, one of the proprietors of the saloon, and Delia Richardson, a friend of the murdered man, have been held by the police until their evidence can be ob tained. It is said that Flynn has served two years in the houee of correction for robbery, but expected an appointment as baliff of one of the city police courts tomorrow. MRS. B0TKIN FOUND GUILTY Convicted of Murder in the First Degree A Life Sentence Was Imposed Upon the Convict. San Francisco, Dec. 30. Rather to the general surprise of those who - have followed the Botkin trial, and to the en tire dismay of tbe defendant and her attorneys, Mrs. Cordelia Botkin was to night found guilty of murder iu the first degree, for causing the death of Mrs. John P. Dunning, by sending a box of poisoned candy to ber in Dover, Del. The condemned murderess will be spared an ignominious death on the gallows, however, the jury that found her guilty imposing also the penalty of life imprisonment. Considering the unexpectedness of the verdict, Mrs, Botkin kept herself well in band when ber fate was announced. Not until the jurymen and most of the spectators bad left the court room did she give evidence of a collapse. Then she sank back, half fainting, but speedi ly revived when given a glass of water.
