Manila, Dec. 29. The expedition an
der General Miller arrived at lloilo on
Tuesday and found that the Spaniards
had evacuated the place on Saturday
The steamer Chnruca transferred the
Spanish forces to Mindanao.
In accordance with an agreement the
rebels entered the city and trenches on
Monday at noon. They immediately es
tablished a municipal government.
Guards were placed over foreign prop
erty. Everything is quiet and orderly
There was some looting during the night
but five natives were shot and this had
an exemplary effect. The only foreign
ship in the harbor was the British cruis
er Irene.
It is fully expected that General Otis
will demand the evacuation of lloilo by
the Filipinios, and use the American
army and fleet to enforce it.
A new Filipino cabinet has been
formed, the personel of which is as fol
lows: President of the cabinet and
minister of foreign affairs, Senor Mabini ;
minister of war, Senor Luna; minister
of the interior, Senor Araneta; minister
of agriculture and commerce, Senor
Buencamino; minieter of foreign works,
Senor Canon.
Investigation Needed.
Nkw Yoek, Dec. 29. A dispatch to
the Herald from Manila says:
Admiral Dewey considers it atsolutely
necessary that a first-class statesman be
sent to Manila to thoroughly investigate
the situation - there and ascertain the
aspirations of the Ptllipino republicans.
He farther stales that the United States
mast accept their responsibilities in the
Philippines which have been acquired
by conquest. If they should shirk this
duty they would put themselves back
'200 years in the world's history.
The first republican government has
resigned over the question of American
intervention in the government of the
Philippines. Owners of property desire
American co-operation.
The present temporary cabinet, which
will exercise power pending the elec
tions, is very anti-American. It allows
American co-operation whatever, and
wants to declare for a free republic and
to consider the Americans as allies. It
is willing to grant liberal commercial
treaties, with a monopoly of the mines
and railways, and to repay the expenses
of the American occupation of Manila.
Troubles due to malcontents continue
in the provinces of Tarlac and Pangasi
nian. Republican troops have been
sent there to quell the disturbance.

the Herald from Washington says: For
mer Governor Merriam, of Minnesota, is
said to be slated to succeed Secretary
Hitchcock- as ambassador to Russia.
Mr. Merriam's friends assert, with every
indication of assurance that the incident
is closed between the president and the
former governor, and his name will go
to the senate soon after the holidays.
Mr. Merriam is now in Washington
and has had several interviews with the
president, but declines 10 confirm or
deny the report. Those familiar with
Minnesota politics are aware that the
president has more than a passing
friendly regard for Mr. Merriam, and
had be to consult only his personal de
sires, a place in the cabinet would have
been bestowed upon the former governor.
He was also favorably mentioned in the
early stages of the present administra
tion in connection with various diplo
matic missions abroad, from ambassador
to the court of St. James, down to consul-general
in Cuba.
President McKinley's wish to reward
his friend was not agreeable to Senator
Davis, but it is believed that Senator
Davis, while refusing to become entirely
reconciled to Mr. Merriam, has so far
curbed his personal feelings that he may
not antagonize the wishes of the presi
dent should the latter determine to send
Mr. Merriam to St. Petersburg.
San Fbancisco, Dec. 29. Official
notice has been received by Major-General
Merriam that General Shafter is to
be again assigned to the command of the
department of California. It is ex
pected that General Shatter will take
charge about the 9th of next month.
General Merriam has not yet been as
signed. He may go north again to the
department of Columbia. The impres
sion prevails, however, that he will go to
Denver, to command the department of
Colorado, and that the departments of
California and Columbia will be com
bined under Shafter.
Rebels Capture Tulcan.
New York, Dec. 29. A dispatch to
the Herald from Panama says: Ecua
dorian political exiles here have received
a telegram through the Colombia front
ier saying that Tulcan was taken, recent
ly by the invading revolutionary forces
under General Rivadniera, defeating the
government troops. The Herald's cor
respondent at Guayaquil confirms the
news. The invaders marched on Ibarra
with the intention of intercepting the
artillery on the way from Quito for Gen
eral Arellanos' forces in Tulcan.
Important details of a significant
battle are momentarily expected. The
nvading enemy is said to be largely
composed of a Columbian contingent.
Tulcan is situated on the Columbian
frontier. It is the capital of Carchi pro
vince, and is well fortified. Ibarra is
situated between Quito and Tulcan.
The French gunboat Papin has arrived
from Callao. She will leave shortly.

Buried By Avalanche.
London. Dec. 28. Part of Red Rook
mountain, according to a disrjatch from
Airolo, a village of Switzerland, canton
of Ticino, has fallen into Airolo, destroy
ing a hotel and several houses. The
scene of the disaster presents a terrible
spectacle, the debris of the avalanche
covering a square mile. Tne hotel, with
eight honses, and 12 other buildings,
were swept into a great hean of match
wood. A new terror was added by the
outbreak of fire amid the ruins. Three
dead bodies have been recovered. It is
estimated tnat the damage will reach
$40,000.

Senator Morgan Estimates That the
Excavating on the Big Ditch Can
Be Done for ioo,ooo,ooo.
Washington, Dec. 29. Copies of the
preliminary report of the Nicaragua ca
nal commission, of which Admiral
Walker is chairman, have been furnished
Senator Morgan and others interested
in the bill now pending in congress on
that subject.
Three routes are spoken of ; namely :
The old low level, the high level, or
Menocal route, and the intermediate
route, and all of these, Senator Morgan
says, the commission considers feasible
of construction.
For the purpose of arriving at an esti
mate of probable maximum cost, the
commission submitted figures on the
low level route, which the senator says
is considered the longest and most ex
pensive. For this route Admiral Walk
er estimates the cost will be $124,000,000
and Professor Haupt $123,000,000, while
General Haines added twenty per cent
to the figures because of various condi
tions, chiefly the question of the cost of
labor, which he thought it was impossi
ble to figure definitely.
The report, says the senator, shows
conclusively that the project is an en
tirely feasible one, and that in its con
struction thegorvernment has the choice
of any of the three routes.
The senator believes, however, that all
of these figures are high, and expresses
the belief that $100,000,000 will cover the
entire cost of construction.

to a report from United States Consul

Roberts Likely to be Expelled.
Nkw Yobk, Dec. 29. A dispatch to
the Herald from Washington says:,
Representative-elect Roberts, the Mor
man congressman from Utah, will prob
ably be confronted upon his arrival at
Washington to take his seat in the 56th
congress by a proposition of expulsion
because of his alleged polygamous
practices. Some of the ablest consti
tutional lawyers in the house who have
studied this cow celebrated case declare
there is nothing in the constitution of
the United States to prevent Mr. Rob
erts from taking his seat, but they add
that the house, by a two-thirds vote,
may expel him on the ground that he
is living in violation of the general law!
