' During the ensuing session of legis
lature a law should be enacted render
ing it more difficult and less profitable
for pawnbrokers to do business, with
thieves. As it now is if a detective
finds stolen property in a pawn
broker's shop in the greater nu&ber
of instances the owner is compelled
to reimburse the pawnbroker in the
eum he has advanced the pawning
thief ere he can recover his own

future, conceal all "suspicious" prop
ert' and ruin the detective's busi
ness. This has been the custom here
for many years, but there is no reason
why it should be perpetuated. There
is no sense in forcing a victim of a
theft to reimburse the unlawful cus
todian of his property for the money
he has loaned a thief on it. The law
should make it mandatory upon the
lender of money on personal property
to satisfy himself beyond a question
of doubt that the borrower is the
rightful owner of the property he
wishes to hypothecate. If a question
f title then arises, the lawful owner
cannot be called upon to settle the
thief's score. No man ever lends
money on real estate without search
ing the title to it of the would-be
borrower. Why, .then, should not
this practice hold good in making
loans on personal propert? By
passing a law holding pawnbroker's
personally liable for stolen goods in
their possession they will be more
prudent in the entertainment of their
clientage and it will tend to reduce
the volume of crime. Telegram.
Filibustering Expedition Being Prepared
to Go to Aguinaldo's Aid Sup
pressed at Hong Kong.

special says :
Great Britain has given another strik
ing example of her friendship for the
United States, and at the same time
has taken action which is looked v;pon
in the light of recognition of the s-.-vor-
eignty of the United States ov i. the
Philippines. A filibustering exi'-i.iition
organized to go to the support of tisuin
aldo has been suppressed at Hons; Kong
by order of the British authorities.
This information came to the depart
ment a few days ago in a cablegram
from Consul-General Wildman, and has
just been made public. The reason for
keeping the information secret was that
the department wished to ascertain if
possible the source of the expedition
and who was responsible for the organ
ization of it.
Conenl-General Wildman, so far as
can be learned, has not yet been able to
get those details.

Mr. Bryan no sooner finds himself
in a talking suit of clothes than he
avails himself of a highly valued
privilege. His remarks on expansion
are not as free from contradiction as
might lie desired, but this is character
istic of Democratic remarks on the
subject. Mr. Bryan does not advise
a fight against the treaty. He would
vote for it, $20,000,000 and all, and
tbea manage to retire from the Phil
ippines on some sort of conditions,
retaining only a coaling station. He
would turn even Porto Rico into a
republic if the inhabitants insisted on
it. He desires it to be understood
that this country can never, without
self destructiou, hold territory on a
colonial tenure. It may well be
asked how Mr. Bryan, with such con
victions, can be willing to allow the
treaty to go through. The best time
to nip national and constitutional
Tuin is in the bud. The treaty is an
expansion document. But when
brought face to face with a practical
question the Democratic plan fre
quently is to fall back to another line
of works. Mr. Bryan knows that if
be opposed the treaty he would be a
used-up politician.

Rev. Dr. Daniel Wise.
New Yokk, Dec. 20 Rev. Dr. Daniel
wise is dead at his home in Englewood,
N.J. He was born in Portsmouth.Eng
land, in 1803, and came to this country
in 1833 and became a minister of the M.
E. church.
Dr. Wise was the author of more' than
thirty religious works for young people.

Reported to Have Been Assassinated.
Paris, Dec. 20. A dispatch from
Cape Havtien says it is rumored that
the Mominican president, Heureaux,
was assassinated while incognito attend
ing a christening.
