In the prosecution of the lese ma
jeste cases ia Germany, the crown
lias gone mad, and tyranny has soared
to heights which would not be toler
ated in England or the United States,
says the Spokesman Review.
The cable dispatches report that
a respectable girl of 1 9, named
Jenny Dyk, has been sentenced at
Breslau to two month's imprisonment
for merely criticising a picture of
the emperor which was exposed in a
store window ; and a girl 1 7 years of
age at Cologne has been sentenced
to six months in jail becauce, in the
presence of another girl, she tore
down a portrait of the emperor from
the walls of her own room."
These astounding acts of persecu
tion rival the apocryphal tyranny of
the Austrian Gessler, who, as the
story runs, set up 4s head-dress in
the public square and compelled the
people to bow before it.
Pride runs beiore a fall, and un
less the mad monarch of Berlin shall
come to his senses, or the strain be
ended by his death, a miyhty fall
awaits him. Ilia notions of kingly
-power are out of tune with the
world's song of progress and freedom.
He will push the German nation too
far. One of these Gne mornings, in
the dawn of (he twentieth century,
his crown will be shaken from his
head, and he will flee for his life.

that all chimneys and fines now in use,
contrary to the above ordinance must
be removed on or before December 1, '98

The naval bureaus of England and
France have been taught a lesson b
the conduct of the late war with
Spain. At the first sign of approach
ing trouble there has been a feverish
rush in the navy yards thoroughly to
equip the warships frith every ap
- pliance calculated to cripple or des
troy an enemy. The extraordinary
success of American naval forces has
introduced new systems in Europe.
The nation which fails to keep its
navy up to the highest degree of pro
ficiency will invite attack and dis
aster. Russia and Germany have be
gun activity in their naval depart
ments, and even Turkey is looking
about for new vessels to maintain the
prestige of the sultan on the sea.
It was this knowledge which had
much to do with the continued activ
ity of Secretary Long and his most
competent subordinates in the navy
department of the United States.
The guns of tke squadron off Santi
ago were scarcely cool before the
ships were ordered post haste to dry
docks and repair stations. Two new
battlesbiws and three torpedo boats
have been launched and could be put
in commission in a few months.
Naval stores have been replenished,
the vacancies in crews filled, and the
powder and projectile compartments
replenished.
If the United States is to become
involved in another dispute, the navy
is ready for it.

be constructed in accordance with the
ordinance against danger by fires, and
if eaid chimneys and flues are not con
structed in accordance therewith, the
full penalty will be inflicted on the of
fender. The following is a copy of said ordi
nance, regulating the building of flues
and chimneys:
Section 9. That every chimney or flue
that hereafter may be built in any
frame building within the city shall
have walls of good quality of brick or
stoiie at least four inches, in thickness,
and be laid in good lime and mortar and
be plastered on the inside, and when
passing through or near the wood work
to be plastered on the outside.
No chimney or flue shall be built
which shall have any joist or timber
resting on or entering into the same
farther than will have at least six inches
between the end thereof and the chim
ney or flue. Tbey shall be well secured
