tion of the American Reply to the
Spanish Philippine Proposition.
Paris, Nov. 8. The Spanish-American
peace commissioners have notified
the minister for foreign affairs, Del
Casse, that the joint session that was to
have taken place today will not be held,
and they will notify the minister when
they have determined upon the date of
another meeting.
Later a semi-official note was issued
saying the commissioners had informed
the French minister of foreign affairs
that their conferences were suspended.
Paris, Nov. 8. Inquiry developed the
fact that the failure to hold a meeting
of the commissioners was only due to
Americans asking for a postponement
of the joint session until tomorrow ; in
order to allow time for translation of the
reply of the United States to the latest
proposition regarding the Philippine
islands, which was received here this
morning.
FEARS FOREIGN INTERVENTION.
El Liberal Advises Spain to Expedite
Negotiations.
New York, Nov. S. A dispatch to the
Herald from Madrid says : The Herald's
leading article says the Spanish govern
ment should conclude the negotiations
for peace with tbe utmost rapidity to
ayoid Germany, Bussia or some other
country mixing in the question, which
could mean bat fresh disaster to Spain.
Tbe article has created a great sensation
here.
Premier Sagasta said it was by no
means certain that Spain proposes send
ing a memorandum to the powers on
the subject of tbe Paris peace commis

SOME FACTS REGARDING THE RAPID
INCREASE OF HEART TROUBLES.
Do Not Be Alarmed, But Look For the
Cause.
Heart troubles, at least among Amer
cans, are certainly increasing and while
this may be largely due to the excite
ment and worry of American business
life, it it more often tbe result of weak,
stomachs, of poor digestion.
Heal, organic heart disease is incura
ble; but not one case in a hundred of
heart trouble is organic.
The close relation between heart
trouble and poor digestion is because
both organs are controled by branches of
the same great nerves, the Sympathetic
and Pneumocastric.
In another way, also the heart is af
fected by that form of digestion, which
causes gas and fermentation from half di
gested food ; there is a feeling of heavi
ness and oppression in the chest caused
by pressure of the distended stomach on
the heart and lungs, interfering with
their action; hence arises palpitation
and snort breath.
Poor digestion also poisons the blood.
makes it thin and watery, which irri
tates and weakens the heart.
The most sensible treatment for heait
trouble is to improve tbe digestion and

Cruiser Philadelphia Ordered There to
Protect American Interests York
town May Follow.
San Francisco, Nov. 8. The cruiser
Philadelphia has been ordered to Samoa,
and will leave within a few days. The
Yorktown will probably follow her. It
is feared that the forthcoming election
of a new king may result in a revolution,
and it is desirable to have war vessels
there to protect American interests. '
The United States training-ship
Adams will, on or about December 1st,
start on a seven months' cruise. By
that date she will have received her
batteries at Mare island. She will pro
ceed from here to Magdelena bay, where
she will spend a month or so. She will
then go to Honolulu and Oriental ports.
Washington, Nov. 8. Inquiry at the
navy department " fails to confirm tbe
report from San Francisco that the
cruiser Philadelphia has been ordered to
Samoa.
THE CAPITOL
EXPLOSION
Damage Was Not So Great as Was at
First Expected.
Washington, Nov. 8. Architect Wood
today expressed the opinion that the
damage to the capitol building could be
repaired for $20,000.
The only damage that cannot be made
good was done in the. fileroom of tbe
supreme court, in the basement. There
were stored all tbe official records and
original copies of opinions, from the
foundation of the government. Com
paratively few of tbe papers were abso
lutely destroyed, but those which suf
fered this fate were among the most val
uable in the room. They included orig
inal opinions of the court in early days
of the republic, and among them were
manuscripts prepared in the handwrit
ing of jurists in tbe days of Washington,
Jefferson and Adams.

Wrecking Company has received infor
mation that the Teresa is ashore at Cat
island. Captain Chittenden .will leave
with tbe steamer Merritt at once.

General Miles Report on the
Late War is Filed.

There is No Mincing of Words and
Facts Regarding the Conduct of
the War are Stated as Plainly as
Possible.
New York, Nov. 8. A special to the
Herald from Washington says:
Major-General Nelson A. Miles has
completed &fad submitted to the war
department his report covering the en
tire period of tbe hostilities between the
United States and Spain.
It could not be learned at the war de
partment whether the report In its en
tirety will be given out for publication
in the near future or at all. It is said
that certain portions of the report may
be withheld. The sum and substance of
the reason for withholding it, it is said,
is the fact that the report is said to deal
squarely with matters that certain offi
cials would much rather keep in the
in tbe background.
Friends of General Miles, who claim
to be cognizant with tbe contents of the
report, say that it is exhaustive in deal
ing with the. minutest details, and
many things which have not been
clear to the general public as to the con
duct of tbe war are fully and compre
hensively explained.

Two Masked Men Made a Good Haul
at Arago.
Marshfield, Or., Nov. 7. Last night
at about 8 o'clock two masked robbers
entered the poBtoffice at Arago. The of
fice ia in the residence of W. H. Schroe
der, tbe postmaster. Mr. Schroeder was
in the upper part of the house when the
men entered, but a man,. Peter Crow,
was in tbe office. The robberB ordered
him outside. They tied his feet and
hands and fastened him securely to a
milk cart, in suoh a manner that his
face was down and he was unable to
turn. They then returned to tbe house
and forced Mr. Schroeder to come down
stairs into tbe office, and at tbe point of
revolvers compelled him to open tbe
safe. The helped themselves to the con
tents. There was about $1500 taken,
$1300' belonging to the Aarago cream
ery and $200 being postal funds. Post
master Schroeder is a cripple and was
unable to offer tesistance. Sheriff Gage
and a posse found the track of the rob
bers early this morning and followed
them until dark. Tbe country is well
guarded tonight, and the sheriff thinks
they cannot possibly make their escape.
