New York, Nov. 7. A Washington
special says :
Spain'a exhaustive argument against
the cession of the Philippine islands to
the United States has had the result of
making the officials all the more deter
mined to take them. Instructions sent
to Mr. Day, chairman of the American
commission, will require him and his
colleagues to renew Tuesday their de
mands for the cession of the entire group
to the United States, and they will make
in their communication the first offer of
money in payment for the islands.
It is understood that the president
will consult tomorrow with some of his
advisers concerning the amount to be
named in the American communication,
but the sum to be paid will not under
any consideration exceed the aggregate
of the debts contracted by the Spanish
government for improvements to the
Philippines. All military debts and
debts contracted in the name of other
islands, such as Cuba, will be barred,
and the Spanish commissioners will be
informed that they must recogniz3 this
fact as promptly as possible.
The Spanish commissioners have de
clared, it is Baid, that instead of the
United States 'acquiring the Philippines
this government should pay their gov
ernment an indemnity for the attack
on Manila after the peace protocol had
been signed, and for the damage conse
quently done.
After the Philippine question has been
di posed of, the commissioners will con
sider the determination claims which
have been filed by Americans against
Spain and by the Spaniards againet the
United States. It is thonght that this
government would bind itself to satisfy
all American claims, in consideration of
the territory ceded to the United
States, but this statement is incorrect.
The Spanish commissioners have a
heavy claim for filibustering against
the United States to offset the claims
filed by Americans for personal and
property injuries, and the question of
their disposition will have to be settled.

MURDERED
He
Was First Sandbagged and Then
Dragged Across the Street Into an
Old Orchard, Where He Was
Strangled to Death.
Portland, Nov. 7. A rope which it
ia believed was used to choke to death
Antonio Sericko, the bootblack who was
murdered here last Friday night,' has
been found.
Earl Nickelson and Henry Stout,
boys, picked up the rope near the curb
stone where the body was dragged into
the orchard. They gave it to John Lin
den, of East Twentieth and Pacific
streets, and Mr. Linden said he found a
long black hair on the rope, which he
had wrapped around a match, bat un
fortunately had lost it.
Everything foes to show that the boy
was first sandbagged on the sidewalk
and then dragged across the street into
the orchard. The nameless, revolting
crime, which the doctors say preceeded
the killing supplies in part the motive
for the murder.
The man must have stood behind a
telegraph pole and struck 'him as he ap
proached, as -the bruise of the sandbag
is on the forward part of the head. This
occured within one hundred yards of the
house. After the body was dragged
across the Btreet and laid in the orchard
the man must have fastened the twine
about his" neck and tied his bands. This
was done so the boy could not scream or
move in case he regained consciousness.
He probably did regain .consciousness.
By this time the man's savage passions
were excited to each an extent that he
pulled the twine with such force as to
Btrangle the Victim. It may be that be
did not intend to kill the boy.
As the eviuonce is sifted down there
seems to have been an ulterior motive.
It is reported that some person made an
advance to Antonio's 17-year-old sister,
Mary, and that Antonio acted as her
protector, and was in the habit of seeing
her borne each evening. She was very
anxious for him to be on hand the fate
ful evening of the crime.
Suspicion rests . on . one-of two men.
The individual most concerned is an
Italian. He told a small bootblack
Friday evening that Antonio had been
taken to the city, jail by a policeman.
A person answering to bis description
was seen near the orchard that evening.
Saturday this man left for The Dalles,
Baying that he bad work oil the new
railroad. If is believed that this was
the man who was said to have been re
pulsed by Mary.

The United States Troops at Manila Ex
pect to See More Fighting.
New York, Nov, 7. A dispatch to the
Herald from Washington says :
Major. Simpson, of General Merritt's
staff, has just returned from Manila,and
though personally he does not seem to
fear serious trouble with the forces of
Aguinaldo, he aaya there is a distinct
sentiment among the United States
troops that there may be more trouble
and that more troops may be needed to
overcome it.
Aguinaldo's force is reckoned at about
30,000, and Major Simpson freely admits
that the rebels are in possession of the
island of Luzon.

Fire Followed the .Explosion, Causing
Great Damage No Persons Were
Injured The Library Was Al
most Ruined by Fire, Smoke and
Water.
Washington', Nov. 7. An explosion
and fire at 5 :13 this evening wrecked the
eupreme court room and the room im
mediately adjoining it on the main floor
of the capitol. The damage is enormous.
The entire central-eastern part of the
great marble pile, from the main floor
to the subterranean basement, practical
ly is a mass of raids. The force of the
explosion was so heavy that the coping
stone on the outer walls, just east of the
point where the explosion occurred,
.were bulged out nearly two inches, and
locked doors were forced from their
hinges quite 150 feet irom the scene of
it. Eire followed the explosion so
quickly as to seem simultaneous with it.
The explosion shook the immense
structure to its foundation, and was
heard eeveral squares' from the capitol.
It occurred in a small room tightly en
closed by heavy stone walls in the sub
terranean basement, immediately below
the main entrance to the "old capitol
building. In this room was a 500-ligbt
gas meter, which was fed by a four-inch
main. Very little gas is used- in that
part of the building, but at the time of
the explosion the gas was turned off at
the meter. The meter, itself was wrecked
and the gas pouring from the main
caught fire. The flames originating
from the explosion darted up the eleva
tor shaft, which had been completely
destroyed by the force of the explosion,
and communicated with the record room
of the supreme court room, the office of
the marshal of the court and the su
preme court library.
Before the flames could be subdued
the priceless documents of the record
room had been almost totally destroyed,
and serious damage had been done in
the marshal's room and some minor of
fices in the same vicinity.
The library of the supreme court con
tained about 20,000 volumes and was
nsed not only by the supreme court
jurists but by members of congress and
lawyers practicing before the eupreme
cjurt.
While many theories are offered as to
the cause Of the explosion; it seems be
yond douot to have been due to escap
ing gaa. At 7 minutes after 5, Lieut.
Nelson, of the capitol police, detected an
ordor of gas from the corridor adjoining
the supreme court room. While he was
endeavoring to locate the escape of the
gas the explosion occurred.
Several members of the capitol police
had narrow escapes, but no one was in

Tacoma Girl Burned to Death..
Tacoma.Nov. 5 Myrtle Mills, daught
er of Sheriff Mills, of Pierce county, who
was badly burned Thursday, her dress
catching fire from an open grate, died
this morning.' She was a recent graduate
of the high school. Her Echool friends
will act as pallbearers at the funeral to
morrow. .
