New York, Oct. 23. A dispatch, to
the World from Madrid says:
From conversations with leading poli
ticians and ministers, the World corre
spondent can etate that the notion of
breaking off negotiations over the Cuban
debt is regarded as absolutely prepos
terous and euicidal. Even as to the
Philippines, in which vastly greater in
terests center, it is taken for granted
here that Spain must in the long run
yield to whatever the United States in
sists upon.
Telegraphic inquiries have elicited ir
refutuable proofs that the Spanish dock
yards show absolutely no signs of re
newed activity nor the eligbteet symp
tom implying the remoteet idea of re
newing the struggle with the United
States. The vessels composing Admiral
Camara's fleet are now dispersed to
various ports, chiefly Cadiz, Cartagena
and Ferrol, with their crews reduced to
a peace footing', and the majority of the
officers on leave and the marines all on
ehore.
Work on all coast-defense works and
fortifications for defense, the arsenal and
the dockyards stopped at the suspension
of hostilities.
The officers and men of Admiral Cer
vera's fleet obtained unlimited leave on
arriving.
At Ferrol and Cadiz especially things
are as quiet as before. Besides, gun
nery and' machinery trials on several of
the war vessels, including the Carlos V
and the Pelayo, reveal lamentable de
ficiencies. Ultimatum Today.
Washington, Oct. 24. It is expected
at today's meeting of the peace commis
sion in Paris, that the American com
missioners will deliver to their adver
saries something very closely resembling
an ultimatum. The president is satis
fied at last that the Spanish commis
sioners are purposely delaying negotia
tions. This is the belief of the Ameri
can commissioners also.
The time has now come to cut off all
false pleas and come directly to the main
issue left open by the protocol, namely,
the disposition of the Philippines.

Washington, Oct. 24. The navy de
partment today received the following
dispatch :
"San Juan, Oct. 23. Evacuation of
Porto Rico completed by the sailing of
the last detachment of Spanish troops
today. Schley."
San Juan, Oct. 24. Members of the
insular cabinet took the oath of alliance
to the United states yesterday with be
fitting solemnity. They will issue a man
ifesto announcing their resolution to
avoid partisan politics and end party
strife. s
About $12,000 have been collected as
customes duties since October 18th, the
day the United States formally took
possession of Porto Rio. ,
A movement has been started to send
a Porto Rican commission to the United
States in order to present to the author
ities there the needs of . the people on
the island.
Washington, Oct. 24. The President
today approved the recommendation of
Gen. Wade, at Havana, that the Span
iards be given until December 1st to
evacuate Cuba. In the meantime, how
ever, the United States troops now in
Cuba and others to be dispatched will
take possession of the territory as fast
as the Spaniards vacate it, probably
leaving Havana last.

Two Men and a Woman Attempt to
Reach to Klondike Over the Can
adian Route and Fail.
Seattle, Oct. 24. T, A. Baker, of
Portland, who arrived from Alaska last
night, says he met two. men and a
woman at Skagway, who had just fin
ished a trip of almost incredible hard-1-
ships over the Edmondton trail. The
party left Spokane fourteen months ago.
When they started they had 2U00 pounds
of provisions and twenty-one horses.
Now they have nothing. ' All their sup-'
plies and animals were lost and they
consider themselves fortunate in having
escaped, with their lives.
They saw provisions scattered along
the trail from the time they were well
up in the interior until they left for the
coast, and found several graves of those
who had perished in attempting to reaeh
the gold fields. Several times they lost
their way, and it was only by good for
tune that the trail was found again.
After traveling several hundred miles
and perceiving that it was useless to at
tempt to get through by keeping to the
regular route, they made direct for the
coast, going down one of the rivers to
the south of Skaguay.

Toulon Will Be the Center of Important
Naval and Military Operation's
and Orders Have Been Sent to
Make Preparations For the Recep
tion of Troops.
London, Oct. 24. The British admi
miralty issued a number of significant
orders today. The dockyards at Devon
port, Portsmouth at Chatham have re
ceived orders to prepare six thirty-knot
torpedoboata for commissioning, so they
will be able to p'lt them to sea in twenty-four
hours.
The Cunard and White Star lines have
received from the admiralty an intima
tion to hold the resubsidized steamers
in readiness for turning over to the navy
officialu.
Paris, Oct. 24. The municipal author
ities of Toulon have been notified that
that place will be the center of import
ant naval and military operations, and
have been instructed to arrange for the
immediate reception of four battalions
of infantry, 1500 marines and 609 artil
erymen. The municipal council has de
cided to close the echoolhonses and
they will be used in which to lodge the
troops.
The naval authorities have been or
dered to expedite the preparations for
the outfiitting of the new equadron.

The Glorious Opportunity to Destroy

The expected ha happened, and yel
low fever has attacked out troops at
Santiago. The first reports that were
permitted to reach the public were
dated July 12, on which day there were
14 new cases. Within three or four
days after that the total number of
cases to date was admitted to have
been upward of 300, so that it is certain
that the disease has been among the
troops, for'some time, probably having
attacked them almost immediately
after the landing1 vas made.
The policy of concealment was
vholly justifiable at that time, for a
confession of the truth would have
served no purpose in protecting the
home ports, and would simply have en
couraged the Spaniards to. delay sur
render, and would have caused unavail
ing anxiety and discouragement at
home.
. All the accounts of the epidemic
agree that the disease is in an unusual
ly mild form, by far the greater num
ber of those attacked recovering after
the normal period of not very great
suffering. Among the sufferers were
very mav.y of the Red Cross surgeons
and nurses, all of whom, so far as is
known, have entirely recovered or are
convalescent. Many immune surgeons
and nurses are on the way now to San
tiago, and will be assigned to the fever
hospitals immediately upon their ar
rival. Now that there is" no human enemy
in our way, our sanitary officers in the
conquered province have an excellent
opportunity to give to the world an
object lesson in cleanliness. And we
are perfectly confident that, with the
filth of Santiago destroyed .the houses
cleaned and disinfected, the. infected
huts burned, and our camps removed
to the hills as far as that may be pos
sible. Gen. Vomito Negro will follow
the lead of Gen. Toral and wield to the
inevitable.
We have always believed that the
chief reward to our country for un
dertaking this modern crusade against
the Saracen, and one that will fully
compensate us for expenditure of
blood and money, will be the libera
tion of our southern states from the
constant menace of yellow fever. We
are fighting not only for the freedom
of Cuba from Spanish tyranny, but for
the freedom of America from Spanish
disease. The accomplishment of the
first object is almost realized, and that
of the second is plainly in sight.
It is not expected, however, that this
glorious victory can be won without
a struggle, and we therefore welcome
the battle which is now on, fearful in
deed that the loss may be .heavy, yet
with no misgiving as to the outcome of
