"To Protect Sturgeon In The Colombia ltiver A Diversity of Opinion As to Ita Contents. A bill has been introduced in the legislature by Curtis which is of especial interest to fishermen along the Columbia river. Its object is the protection of sturgeon in said waters. For some time this industry has been followed by many with fair results. However, this season's catch is proving that unless some action is taken to protect the young sturgeon, the species will become extinct in the waters of the Columbia. This morning a communication waB received from Representative KobertB Baying that the bill had passed the ' second reading and' that the committee would report favorably on Its passage this morning. Its 'final consideration will, however, he postponed until Satur day, and in the meantime Mr. Roberts desires to hear from tlioee whom the bill will most effect, that he may act for their beat interests in the matter. Following is the contents of the docu ment in question : Section 1 Hereafter it shall not be lawful for any person or persons to take capture, kill, or have in their possession after the same lias been taken, captured or killed, any sturgeon between the first dav ot March and the first day of No vember in eacn ana every year, unuer a penalty of twenty dollars for each and every sturgeon so taken, captured, killed, or had unlawfully. Section 2. It shall not be lawful at any time to take or kill any young eturgeon under four feet in length, or fish for the same by any device or ap pliance whatever in the waters of the Columbia liver; and any person or per sona fishing with Kill nets, fish-nets, fish-wheels or other fishing apparatus whatever in the waters of the Columbia river, wbo, on lifting, .drawing, taking op or removing any of said nets, or other fishing apparatus, shall find young stur geon under four feet in length entangled or caught therein, shall immediately, with care and the least possible injury to the fish, disentangle and let loose the BOtne and transmit the fish to the water " withont violence. Any person or per sons violating any of the provisions of this section, or baying in their posses slon young sturgeon under four feet in I length, either for consumption or sale, or who is known to wiltully destroy loe same, for so offending shall, on convic tion thereof, be punisned witn a one of ten dollars for each and every fish eo caught, sold or destroyed. Section 3. It snail De nniawiui to cast, extend, set, use, or continue, or aesiet in casting, extending or using any Chinese sturgeon lines, or lines of a si miliar character, in the waters of the Columbia river. The fish commissioner and any of his deputies are hereby authorized to arrest forthwith any per- son or persons detected in setting or using any Chinese sturgeon lines, or lines of similiar character, in the waters of the Columbia river. Any person violating any of the provisions of this section. shail be fined in. a sum not less than twentv-five dollars and not more than one hundred dollars. Section 4. Inasmuch as there is ur gent need for the protecion of sturgeon as provided by this act, the same shall take effect and be in force from and after its approval by the governor. There seems to be a diversity of opinion among fishermen as to the con tents of the bill. Some question the advisibilitv of allowing section 3 to be included, asserting that if such section pass, there will be no need of the re maicdar of the bill being considered, as fishing for sturgeon will, of necessity cease. Indeed, an concur in tuis oeuei, saying that no other method save that of the Chinese geer will warrant them in fishinz at all. as before this means was emploved the industry was pra& tically unknown. However, many con Mder that, in view of the fact that these lines cannot be used without catching the voung sturgeon, and thus are menace to the industry, they should be prohibited at least for a time. The so-called Chinese lines are those which are so constructed that from the main line, which is upheld by floats, ex tend a number of lines, on the end of which are large hooks. These drag the bottom of the river, and the eturgeon, as they attempt to pass are entrapped. Thus it is impossible to prevent the "small fry" from being caught with the larger ones; and when once they en counter the hook they are generally so badly lacerated that though they are afterward extricated and thrown backj thev cannot live.
