The appoint ment of clerks may be made by justices, but the compensation to be allowed is to be fixed by the county courte, and shall not exceed $65 per month. The bill car ries the emergency clause. A careful canvass of the members of both branches of the legislature tonight shows that it is the general opinion that the officers of tbe special session will bold over during the regular seesion. The governor, president of tbe senate and speaker of the house are of this opinion. The legislature will very likely meet tomorrow morning and adjourn until Monday. VAN WYCK FOR GOVERNOR THE SENATORIAL ' SITUATION Salem, Sept. 29. Senator HazaUine introduced the new Portland charter bill this morning. The leading feature of the meaeure is, of course, the board of rjublic works, which will virtually act as the city's disbursing agent, and comes near having the reins of tbe city govern ment in its bauds. ' For the present the board will consist of the mayor, auditor, city attorney and superintendents of streets, and with the incoming of a new mayor, a new board shall be appointive, the tenure of office being 2, 4, 6, 8 and 10 years. . Under the rotation system there will always be some one in office who is fa miliar with the city government. ' The charter further provides for an al most general reduction in salaries of city elective officers, councilmen being re quired to serve without compensation. As Haseltine expressed it, "The taxpay ers demand a reduction of the city ex penses. We cannot afford to run behind $100,000 annually ; hence the reduction of salaries." If tbe charter is adopted the police and fire commissions will be made elective, the tenure of office being 2, 4 and six years. It will be the aim to keep the two departments out of politics. The present boards are to serve until the next election. These in brief are the leading features of senate bill 47, which is the most voluminous yet intro duced. When Myers' joint resolution provid ing for a fish commission of five was in definitely postponed in the house this morning, the state was saved several thousand dollars. Those who opposed the measure did so on the ground that the state has already a fish and game commissioner, and that the appointment of a commission would be an expensive and useless move. Fulton's resolution urging the Oregon delegation in congress to do all in its power to secure the retention of thePhil ippine islands will, in alLprobability.be passed. A message from tbe governor, reciting the loss of Mechanical hall at the Ore gon agricultural college at Corvallis, and recommending an immediate appropria tion for rebuilding it, in the interest of the state and students was received. Stanley of Union introduced in the house a bill for an act to prevent sheep, horses or cattle from being moved or driven, from any county' in this state into any other county, or from any other place into this state, for the purpose of ! being herded or - pastured on the public lands or upon any lands ' owned by any person other than the owner of such sheep horses or cattle, or his agents, or the person having them in charge, with out the permission of the owner of such land.- Two veto messages of the governor were sent to the house today, both of them pertaining to bills passed in 1895, but sent to the governor too late for bim to act upon and return to the house at that session. One of these vetoes was of an act to authorize sheriffs to charge and collect mileage in certain cases ' in, lieu of expenses, the money to be retained by the officer. The veto, which was filed February 2S, 1895, was on the ground that it was against the expressed will of the people, who had declared against the lee system. The last bill introduced in the house this afternoon was by Hill of Multno mah, to create the office of clerk in jus- Mayor of Greater New York Named as a Candidate for the Office of Chief Executive. Saeaccse, Sept. 20. Chairman Pal mer called tbe Democratic convention to order at 12 :44, and tbe name of Robt. A. Van Wyck, mayor of New York ; James K. McGuire, of Syracuse; John B. Stanfield and Judge Robert C. Titus were presented for nomination for can didate for governor. The vote resulted as follows. Van Wyck, 350. " Judge Robt. C. Titus, 41. James K. McGuire, 21. John B. Stanfield, 306. Elliott Dan forth was unanimously nominated for lieutenant-governor, and O. W. Bates, of Niagara county, was named by acclamation as secretary of state. Mention of the name of William J. Bryan produced the greatest demon stration at the convention. Edward Atwater was named by accla mation for controller. E. B. Norris, of Wayne county was named for state treas urer by acclamation. Thos. F. Conway was nominated by acclamation for attorney-general. Martin Schenck.of Renss- laer, was named by acclamation for state engineer. AN UPRISING IN JAMAICA General Revolt Imminent Residents of the District Are Fleeing for Safety to Kingston. New Yoek, Sept. 29. A special from Kingston says: The Maroons on the coast line are ris ing and are taking possession of some valuable properties belonging to English prospectors and threaten to hold them with force. 1 here are tears ol a serious insurrection, and the government is pre paring to cope with it. It is provided by United States statute that on the second Tuesday after the meeting and organization of the leg islature, each bouse shall openly, by a viva voce vote, name one person for sen ator in congress. At 12 "o'clock noon, on the following day, the members of the two bouses convene in joint assem bly and the journal of each house read, and if the same person has '-received a majority of the votes in each house.such person is declared elected. If there be no election, the joint assembly meets at 2 o'clock noon on each succeeding day to vote for senator. Under this provision the Oregon leg islature will vote for the first time on the senatorial question on. Tuesday, Oc tober 4th. That gives nearly two weeks for consideration before a vote is taken, and it is quite probable that in that time a candidate will fiasbeen agreed upon. Whether the Republicans will go into a caucus or not is uncertain. Many op pose such a movement because of tbe unsatisfactory results heretofore ob tained after caucus nominations have been made. From tall ing. about the corridors today it seems that the fight is Corbett and anti-Corbett. The anti-Corbett will put up the best man they can. find. At pres ent that man seems to be Judge George; While the real situation may be other wise, in popular opinion the contest is one between money on the one Bide and merit on the other. There are few who have a word to say against the character of H. W. Corbett. All will acknowledge and pay due tribute to the ability that has made him successful.' Yet a vast majoritv are very pronounced in the opinion that old age has rendered Cor bett unfit for the office. It ia universal ly recognized that if he should be elected it will be by virtue of. his political influ ence and not wealth. Of personal qualifications he has none, and those who vote for bim will do so knowing that their fellow citizens sus pect them of mercenary motives. On the other band, those who throw' their influence for some such man as George will be credited with working for the best interest of the state against person al interests. On. the street hardly t word is heard in favor of the election of Corbett. This circumstance is very sig nificant, and almost gives warning that those who vote for Corbett will receive the severe censure of the whole popula tion of the state. Certain it is that few men could have been elected tothe'pres ent legislature if openly espousing the1 cause of Governor Lord's appointee to the senate. Other candidates may spring forward, but at present the. honors of triumph seem to lay between Corbett and George. Are You Interested? The O. It. & N.
