Accident to the FarraguL Washington, Sept. 21 The navy de partment has received the following dis patch from Constructor Snow, relating to the accident to the torpedo-boat Far ragut, now being constructed at San Francisco : "San Francisco, Sept. 20 The Farra got went out this morning with the trial board. When running about 28 knots the outer plates on the starboard side on the frame epace, just abaft the strut, ripped on two lines at right angles.
