were to recommend that the grade of
vice-admir-d be created in order that
it might i- filled by the appointment
of Rear-A-! .: ral Dewey.

Admiral D-wey, the department does
not exact roiu him a statement con
cerning i.is doings, but is satisfied to let
him have a free hand and take such
necessary action as he may deem proper.
He is kept well advised of the interna
tional situation, particularly with, refer
ence to the Pacific, but the department
has every confidence in his good judg
ment. There has been a great deal of talk in
naval circles in favor of the proposition
to create the grade of vice-admiral, and
if congress should take such action, the
president will willfully confer it upon
Rear-Admiral Dewey.
Ministry Now Almost Unanimously In
Favor of a Revision of the Dreyfus
Case.
New York, Sept. 15. A special from
Paris says:
France is on the brink of the gravest
crisis since the birth of the third Re
public. The situation is briefly this:
Premier Briason and all the members
of the cabinet, with the exception of
Zurlinden, the minister of war, and pos
sibly Lockroy, are convinced of the ab
solute necessity ot a revision of the Drey
fus case. Generai Brugere has signified
his willingness to take the portfolio of
war and accept a revision. At Satur
day's meeting of the cabinet a decision
will be taken and it is certain a revision
will bo decreed.
President Faure has been a deter
mined opponent of the proposed revis
ion, and caused it to be rumored that be
would resign if it was granted. No one
believes that he will resign, but every
one sees that this threat to do so is a
desperate expedient to get rid of Bris
eon's cabinet and together with it the
revision.
But Faure's unconstitutional action in
indirectly interfering with the responsi
bility of the cabinet affords an example
of the lawlessness in high places that is
the first step toward revolution. A mil
itary coope d' etat ia freely conjectured
as a probable outcome of the crisis, if
Faure'a effort to buldoze the Briseon
cabinet fail.
Colonel Paty du Clam in an interview

"I know very well my being put on
the inactive list haa set to wagging all
the tongues of Paris, but there is to be
no sensationed sequel whatever. My
relations with this accursed controversy
are solely official.
"All those statements about my hav
ing hounded Dreyfus and persecuted his
wife are execrable lies. As to my re
ported connection with Bordeaux, I
have none. The war minister best
knows why he has retired me temporar
ily, and like a soldier. If you are seek
ing a theatrical sensation, let me say
you are on the wrong track. The light,
about which Zola has prated so much,
can do nothing but good to me in my
situation."
Nevertheless it la rumored today that
Clam haa suddenly disappeared from
Paris.

New York, Sept. 15. A dispatch to
the Herald from Valpriso says :
The boundary dispute between Chili
and Argentina seems likely to develop
into a great South American conflagra
tion. It is believed, as a foundation,
that Bolivia has signed a secret treaty
with Argentina to make common cause
against Chili. In case ot war, however,
Peru would checkmate Bolivia, leaving
Argentina to the care of Chili.
This attitude of Peru is said to be due
to the fact that Chili has wiped off
$10,000,000 from the ransom for the
provinces returned by the protocol.
Chili ia now cempleting her naval and
military preparations for a hostile cli
max to the negotiations with Argentina.

New York, Sept. 15. A dispatch to
the Herald from Washington says:
Secretary Long is expected to make
special reference in his annual report to
tne operations of the Asiatic squadron
and particularly to the condnct of Rear
Admiral Dewey. Department officials
That certain note given by the under
signed to Mark T. Kady, for $174.00,
dated June 23d, 1898, payable four
months after date, waa obtained by and
through false and fraudulentrepresen
iations. The consideration therefor has
wholly failed, and said note ia now held
by said Kady contrary to his agreement to
return the same. All persons are warned
not to pnrchase said note, and that the
maker thereof will not pay it.

New York, Sept. 15. A special to the
Herald from Washington says :
Secretary of the Navy Long stated last
night that the battle-ships Iowa and
Oregon are under orders to proceed to
Manila, via Honolulu, to reinforce itear
Admiral Dewey's command. In direct
ing them to touch at Honolulu, the au
thorities were actuated by two motives
the first to put them in a central
position where they could be available
for any duty in the Pacific and which
might be considered desirable, and the
second because they did not care to
send reinforcements to Sear-Admiral
Dewey before the armistice between
the United States and Spain expired.
It ia expected in official circles that
the battle-ships and the five colliers
which will accompany them will be
ready to sail by Monday next. The
ships will not waste anv time in mak
ing the voyage. They will make few
stops and these only to coal and com
municate with the department.
While believing there will be no in
ternational developments to change the
programme, tne authorities no not pro
pose to be in such a position that they
cannot modify the instructions to the
vessels in case of necessity and it is for
this reason they are to touch at certain
points to report and receive ordere.
The dispatch of the colliers with the
battle-ships is due to the desire of the
authorities to keep them so well sup
plied with coal that if it become neces
sary to change the course of the ships
and send them to Samoa, or by a efcort
cut to Manila, they can make the voyage
without difficulty.
So far as Germany is concerned, the
authorities say there is nothing in her
attitnde to cause the belief that she
proposes to interfere with any disposi
tion of the Philippines this government
may see fit to make. It ia appreciated,
however, that it will be the part of wis
dom for the United States to put in the
Pacific a force so formidable as to dis
courage even this suggestion of inter
ference. Germany's force in the Pacific con
sists of the armored cruieers Kaiser and
Deutschland ; the protected cruisers
Kaisesin Auhusta, Irene, Princess Wil
helm, Geifon, Cormoral and Falke.
The displacement of Rear-Admiral
Dewey's present force amounts to 30,S32
tons, while that of the German com
mander reaches 37,881. Eear-Admiral
Dewej's ships, however, are better
armed than the German men-of-war,
and their men have the advantage-of
having been under fire.
The monitors Monterev and Monad-
nock are mainly serviceable for work in
smooth water, and if the German shipa
should start for the Paciffic coast, aa
would be the case in the event of war,
Rear-Admiral Dewey would have only
his protected cruisers and gunboats to
depend upon. With two battle-ship9 at
his disposal, increasing the tonnage ot
his equadron to 52,359 tons, he would
have a most formidable force.
