The president's order returning the
enfeebled regulars of the Firth army
corps to the military posts in the
"west and northwest whence they were
called to southern rendezvous in the
spring and to Cuba in the earlj sum
mer, is both wise and considernte.
The same may be said of the decision
of the war department to grant fur
loughs to all volunteers who were en
gaged in the Santiago campaign.
The bracing air of the higher alti
tudes cannot fai.' to act as a tonic to
the enfeebled soldiers, while a fur
lough of sixty days, with its possi
bilities in home-coming and care,
wi'.l put the men to whom it is ex
tended in condition to meet an'
emergcnc' that ma' arise later on
from the acquisition of new territory.
While the big camp at Montauk is
one great hospital, only a portion of
it is recognized as such, and the ac
commodations, espeeiall' in the food
supply, are not equal to the necessi
ties of sick and exhausted men.
Thousands of the feeble men now
quartered there have homes to which
they can go, where the' will be put
upon nourishing diet and ministered
to by competent and willing hands.
The sooner all of this class are sent
home the belter both for themselves
and their less fortunate comrades,
who, not having homes to go to, will
by this means be relieved from the
discomfort due to overcrowding and
receive more attention from doctors
and nurses. Oregonian.
The Havana newspaper, Diaro de
la Marina, is mistaken in assuming
that "annexation, independence, an
American protectorate and a Spanish
protectorate" are the alternatives
which are to be submitted to the Cu
ban people. A Spanish protectorate
is an impossibility. When Spain
evacuates Cuba a few months hence
her connection with tLe island ends
immediately and forever. The only
alternatives which present themselves
are annexation and independence,
though independence would involve,
for a long time, a United States pro
tectorate. When the Cubans a few
months hence, under the supervision
of the United Stales' military au
thority, but without any pressure
from that authority, make their choice
of the sort of government they want,
they will vote for annexation or for
independence. All the indications
point to an overwhelming victory
for annexation.
The Klondike Nugget, one ot the
two papers published at Dawson, la
ments over the trouble of finding its
town subscribers, who pay $24 a ear
for the privilege of getting a semi
week'y edition. A paragraph in a
recent issue explains the difficulty by
saying that it is very hard to find
some of the houses tccording to ad
dresses left at the office. Among
those mentioned were "the cabin
with the screen door," the slab
house facing the river," "the big tent
with two stove pipes," and "the cabin
three doors south of where all the
dogs are."
Admiral Montojo congratulates
himself on having got away from
Dewey with a pennant, breech plugs
and the money in the safe. After a
sea fight with Uncle Sam the Spanish
seem pleased to find anything in the
nature of relics.
Some doubt is expressed as to
whether it is Columbus or his son,
Diego, who is buried at Havana. The
explorer in his old age wa3 treated
badly by Spain, and did not want to
be buried in that country. The is
sue, however, is not one upon which
the United States will take sides.
The loss of the navy during the
war with Spain was fifteen killed,
forty-three wounded, a marvelously
small list in view of the fact that
thirl five Spanish ships were de
stroyed in aation. The health of the
28,000 mei in the American navy
has been remarkably good.
One of the first things the Spanish
peace commissioners will discover is
that no door exists by which any
other than the two nations concerned
can enter the discussion about the
Philippines. That question will be
settled by the United States and
Spain, no more.

Bodies Were Recovered.
Wikoff, Sept. 8. The bodies of
Naval Cadet T. H. Wheeler, son of
General Joseph Wheeler, and of Second
L'entenant Newton D. Kirkpatric, firet
United States calvary, who weredrowned
while bathing, were recovered this morn
ing. General Shatter left for Washing
ton this morning.
E. C. Blanks, of Lewisville, Texas,
