"When England entered Egypt to abolish the slave trade the empire of the Khedive in cluded all of the Soudan or upper Nile country as far south as Isniailia or Gondokoro. Dongola, Berber, Kordofan, the Equatorial Provinces, and Darfur were all controlled from Cairo. The government was not of the best, but it was organized by men like Baker, Gordon and Slatin and was better than barbarism. The old Egyptian conqueror of the Sou dan had declared, "The nation that possesses the Nile must control the sources of the Nile," and in furlher ing this principle the whole region had been opened to trade, and there were steamers on the Nile above Khartoum. After the Mahdi rebellion in 1883 General Gordon was sent to Khar toom, not to reassert Egyptian au thority, but to proclaim the Mahdi Sultan of Kordofan and non inter ference with the slave trade. This surrender of all ihat had been gained in tbe interest of civilization broke the spirit of the progressive tribes and encouraged the savage ones. Gordon was besieged in Khartoum and the English government, lashed by popular clamor, sent rn army to rescue him. After one cf the most "remarkable campaigns ever made by a British armj-, General Wolseley's command arriyed in the vicinity of Khartoom a few days after Gordon hid been murdered and the city surrendered to the rebels. Then, despite the victories of Stewart, "Wilson, Buller, Wood, Graham and Beresford, that splendid fightiDg army marched down the Nile, and abandoned the whole of the Soudan. This was in 188;, and in five years the whole region had lapsed into barbarism. The de terioration was more rapid than the progress had been. Trade routes were abandoned, steamers, irrigating woiks, and cities destroyed, and the more progressive tribes subdued or massacred. In ten yeais the wild tiibes were in complete control. Then Slatin Pasha and General Kitchener began to preach a new crusade against the cowardly policy that had surrendered a great empire to barbarism. The hordes of the Mahdi had pressed the Anglo-Eg3"pt-ian troops as far noith as Wady Haifa and bad cut off Suakim, on the Red sea, from the Nile. It was claimed that England owed it to Egypt and civilization to reclaim the country. Over a year ago the cam paign was Inaugurated, and on Satur day it culminated in the defeat of the Mahdi's army and the capture of Khartoum. The Soudan might have been saved in 1881 had not Gordon been in structed to weaken his own cause by proclaiming a policy of surrender. It might have been saved in 1886 had not General Wolseley been or dered to retreat. Starting in to ac com pi it-h a great work for humanity in tbe abolition of the slave trade, England ended by surrendering all of the upper Nile country, not only to the slave trade, but to barbarism. She has at great sacrifice reclaimed what she lost through hesitation and timidity. ' She has learned that a great nation's obligations to civiliza tion cannot be evaded or trifled with. Americans will rejoice over the great victory of the English in Soudan, hoping that their own government will net make a mistake in tbe Philip pines like that made by the British government in Egypt.
