Durbin, of Marion county, Wednesday made service of papers on the defendant in fx foreclosure suit by forwarding the documents to hs address at Cavite, Philippine islands, by mail. The case In question is that of the State Beard of School Land com missioners against Edwin Grim. The defendant is first lieutenant of company F, Second regiment, Oregon volunteers, and is now at Cavite, near Manila, with his command. The O. Chris Pulnam and M. S. Rinebart, two other members of the party, left Central America at the same time, and will spend some time visiting in the Eastern states before re turning home. Reports from the farmers in all sec tions of 'the Inland Empire state this year's crop is above expectations. The grain is plump and well filled and is yielding unusually well in almost every part of Wasco and Sherman counties. In this regard the yield in the Inland Empire differs from that in the Willam ette. In Marion county the wheat is tall and fine looking grain, but it does not turn out when threshed like the grain in Eastern Oregon. Yesterday Eugene W. Vest, the rep resentative of the Majestic Range Man ufacturing Co,, of St. Louis, was in the city. Mr. Vest left for points East last eveniug, and informs us that his inten tion is to visit The Dalles in the near future, and bring the little pickanninies who were here last summer and fur nished our townspeople with a fund of amusement. They are as funny as ever and will play several days and probably a week's engagement in this city. Farmers from different parts of Sher man, Klickitat and Wasco counties state that harvesting is in full blast in all three counties. In Sherman much grain is being prepared for market by means of the combined harvesters, while in Wasco and Klickitat counties the herders and threshers are used prin cipally to harvest the crop. The reason that combines are not nsed more exten sively in Wasco county is that the fields are comparatively small and the ground too rough for such large machines. Iu the level fields of Sherman county, however, the combines work perfectly. Notwithstanding the fact that a launching of some craft or other has been almost a weekly occurrence in Portland for the last few months, there was a large crowd to witness the initial plunge of Hale & Kern's new tugboat Samson from the ways at the Wolff & Zwicteriron works Thursday. Madison- street bridge and neighboring places of vantage were occupied by a surging mass of humanity from early in the afternoon until the new acquisition to the Portland fleet was tied up at Duni way's wharf, on the East Side. The launch was a complete success in every respect. The prognostications ot Local Forecast Official Pague point to thunder showers probably today and cooler, with west to north winds. An area of low pressure has developed and was central yesterday morning over Southern Oregon and Northern California. An area of high pressure is developing off the south western coast of California, which will move northward and give cool weather Sunday and Monday. From the low pressure, thunder showers are probable on Saturday over the greater portion of the Pacific Northwest; cooler weather today is expected as a result of the thunder showers. The steamer Dalles City arrived here last night and is now ready to con tend with the Regulator for the title of the "Pride of The Dallee." The steamer in every regard is new and as a hull has been, built under it, the contractors had the advantage of knowing the faults of the old craft which they corrected in the new boat. Although the boilers are not fully tempered, which prevents it being put under a full head of steam, at the same time the Dalles City made a Bplendid run' from Portland, which will De greatly excelled when tne boat is on the route for a short time. ...per HQ Oregon to lie Protected Against Pall of Smoke, and Sheep Kept From the ReictTe. lne department of the interior at Washington last summer published a notice calling the attention of the pub lic to the fa i that immense areas of public fores are annually destroyed by fire, origin- ' ug, ia many instances, through th : . .relessness of prospectors, campers, ! uiiters, sheep-herders and others; wliiein many instances the fires are started with malicious intent. Warning was given that the origin of all forest fires would be carefully inves tigated, and, where the fire is ascertain ed have originated through carelessness or design, the persons implicated will be prosecuted to the full extent of the law. The public generally was requested to aid the officers of , the government in taeir effort to cbeck'tho evils referred to and in the punishment of all such of fenders. The act of congress, approved Febru ary 24, 1897, provides that any person who willfully or maliciously sets fire to timber or underbrueh on the public do main, or carelessly leaves fire to burn unattended near any timber or inflama- ble material, shall be deemed guilty of a misdemeanor, and, upon , conviction thereof, shall be fined not more than $5,000 or be imprisoned not more than two years, or both. Any person who builds a campfire, or other fire, in or near any forest, timber, or other inflam able material on the public domain, and lails before breeking camp or leaving said fire to totally extinguish the same, shall be fined not more than $1000 or lie imprisoned not more than one year, or both. The fines collected shall te paid into the public school fund of the county in which the lands where the offense was committed are situated. Capt. S. B. Ormsbv. of Salem, was appointed forest supervisor for this state, and Mr. Dufur, superintendent for the nortern district. They, with their gang of forest rangers, have been instructed by Binger Hermann, commissioner of the general land office, to make every effort to check the fires or puuish the ofienders. The commissioner, mindful of the fact that the water supply of Portland would be greatly damaged ifheep were herd ed on the watershed of Bull Run lake and river, has instructed them to keep sheep out of all portions of the Bull Run reserve and that portion of the Cas cade reserve north of the Barlow road and west ot the east fork of Hood River. Between the Barlow road and the east fork, the boundary line extends from the point where the road crossesSnmmit creek northeasterly about six miles to the east of the east fork of Hood river. Capt. Ormsby has recently had this line marked by blazes on the trees, two or three rods apart. He will be very care ful to prevent any roaming sheep-herder with his flock from trespassing within the limits described. Yesterday morning Lloyd Laughiin, son of B. F. Laughiin, was playing with the dog at their camp at Glenwood when in some way he got tripped and falling on a sharp rock, cut a deep gash oyer the left eye. . Fearing the result if the wound was not attended to at once, Mr. Hinkle hitched up the horses and, accompanied by bis wife and Mrs. Liughlin, brought the little boy to White Salmon, being compelled to make double-quick time in order to catch the boat. On reaching this city, Dr. Suth erland was called and dressed the wound, which proved to be not a dan gerous one, but in need of immediate attention. They will return to camp today. Frank J. Beaty, of Wamic, who e ccntly returned from a trip from the valley via of the Barlow road, informs us that a forest fire had been etarted seven miles east of Government camp and threatened to destroy millions of feet of splendid timber of all kinds. He had no means of etopping the con flagration and advises that means be taken by the forestry agents to do some thing immediately. The fire was, ac cording to his reckoning, about one mile east of the summit and 113 miles from Portland.
