The United States army for the invasion of Cuba, about 10000 strong, and commanded by Gen eral Shafter, arrived oir Santiago at noon today. The time of its debarkation ban not yet been determined upon, but it probably will be within the next three dVB. When the fleet of thirty-five transport!), with its freight of fiuhting men swept up the western coast today, and slowed up within eight of the doomed city of Santiago, the anxiously awaited soldiers were greeted with ring ing cheers which faintly echoed to the transports from the decks of the block ading warshins far in shore, they were answered by the troops enthusiastically, tmd in kind. It w3 1 o'clock in the morning when the lookout on the cruiser Brooklyn re' ported Boeing the smoke of the steamers aw.iy to the southeast, and a momont or two later he unnounced that n dozen or two transports wore in sight. The news was exchanged from ship to ship. Half nr. hour later a grim forest of masts had epruug up apparently from the sea, and u most impressive scene was presented h the armada swept gracefully up from the horizon toward the shore, where the groat struggle is to take place. In tills order the transports and their escorts steamed slowly in toward whore Morro's rod walla gleamed in the fanlight. It was intended to take the entiie fleet to tho lines of Kear-Adniiral Sump son's hquudron of waiHhlps, but an or der from tho udmiral stopped the ad vance of the ships about fifteen miles to the southeast, and General Shafter went forward on the Seguralca to confer with him. Tho transports lay on the smooth boh while plans were oeing discussed by the leaders on board tho flagship. Not the faintest hint of their inten tions regarding u lauding has born al lowed to escape. Undoubtedly, how ever, somo of tiie troops will be landed at Guantanamo bay, but it is generally believed the main body of them will be landed at a point much nearer the fated city. The long and trying journey from Tampa left the 'men in butter condition than wai anticipated. There are four teen mild cases of typhoid on the hos pital ship, among them being Major Horton, of the Twenty-fifth infantry, and several cases of moasles, There are, however, no serious cases of sickness, The dispatch boat of tiie Associated Press, as she steamed among the trans port!, was eagerly beaiegod on all sides for news of Admiral Sampson's opera-' lions, officers and men clamoring for word from the blockading fleet. Much satisfaction was expressed among the troopB when it became known that the actual capture of Santiago is to be left to the army. The transports with 15,000 troops, he waB informed, had arrived safely oil" Santiago, and direct commu nication had been established between the United States and Guantanamo, where the United States marines now hold a position on Cuban soil. Thus, not only is Blanco cut off from commu nication with the outside world, save through the Key West cables within our control, but the authorities in Washing ton have been placed in close connec tion with our forces, army and navy, which are conducting the invasion of Cuba. The vessels that have arrived off San tiago with troops on board, according to data supplied to the war department by General Shafter, number, with convoys, 10 vessels. This is thB largest fleet that ever left the waters of tho United States for u foreign port. It is expected here that the transports will remain off Santiago or perhaps nearer tho exact landing point of the troops until Santiago lias been captured, when they will take aboard the greater part of the invading army if they can be spared from that locality and convey tho troops to Porto Kico to effect the capture of that island. SENOR GALVEZ WAXES TRAGICAL fcAN Jkancisco, June 21. With the addition of 300 recruits from Minnesota, 150 from Iowa and 100 men of tho Astor battery, tho force of troops at Camp Merrltt has been increaeed to 12,200, .harly this morning 332 recruits from KanEas and Tennesseo will arrive, and a number of recruits from Iowa and Idaho are expected in the evening. On Thnrs day 200 men recruited to fill the Seventh California will reach camp. I he first California volunteer has been recruited up to tho maximum, and tomorrow the 300 new men will be turned over to Colonel Berry, of the Seventh, who will take them to Manila Work on the transports has pro gressed so favorably that they will prob ably be ready to sail by Saturday. The monitor Monadnock and collier Nero are expected to start for Manila at the same time. After the departure of the next expedition the remaining troops will be re-brigaded by General Otis. Governor Richards, of Wyoming, will remain here until the troopB from that state leave for Manila. The First Ten nessee has issued its requisition for arms and equipment. Today the men will have stores, clothing and other neces saries issued to them, and in a few days Colonel Smith hopes to get his com mand in shape for service in the Phil ippines. The board of supervisors has adopted a resolution calling on Secretary of War Alger to provide an adequate water sup ply and sewer facilities for the Presidio reservation, aB preliminary stepB look ing toward the concentration of all troops at that place. It points out the unsanitary condition of Camp Merritt, and urges the necessity of removing the soldiers from their present location. On Friday last three Spaniah gunboats and tome large vesaela, apnarently merchantmen, left Havana harbor and proceeded eastward, close in ahore. Reports that over 500 boats have been wrecked in White Horse rapids are pronounced to be wild exag gerations by Pierce Humbert and others who reached tidewater from White Horse today and yesterday. They say the total number of boats loet in the rapids does not exceed 50. There have been no wreckB on the lakes above the canyon for nearly a fort night, aa the ice baa ceased to be dan gerous.
