That the govern ment and the press is largely in sym pathy with the United States is evi dent from the uttcranens of public men and the editorial Lomment of the daily newspapers. What the different elements that make up the lirilish public think is something, however, that is didloult to learn ac curately at this long range. A Lon don correspondent of the New York Tribune in a recent letter gives some ideas on the subject that bear the imprint of truth. An important fact brought out by the correspondent is I ho influence Dewey's victory had on English opinion. lie shows how, during the first week of the war, there wa- a re otion against America in English public opinion, as expressed by the pres?, and n contemptuous attitude awumed toward our military ability and strength. Hut when America loomed up in the for Knst as the possessor of the Philippines and an Important factor in the Asiatic situa tion, the carping critics ceased to bo heard. That it does not prevail in the exclusive atmosphere of the "west end" of London, that home of effete aristocracy; and not in ihe precincts of Oxford, that most oonset vnlive and reactionary, not to say mediae val, center of thought, is pointed out by the correspondent with all fair ness. These little cross eddies and stretches of back water, he says, however, arc all on the surface. Un derneath is a etrong, irresistablo cur rent of all that is really representa tive ot English character -flowing steadily toward .America in her work for morality and civilization.
