There are two schools of war, one
scientific acd the other experimental.

Tbe rebellion began half a genera
tion after the Mexican war, and both
sides had the benefit of a large num
ber of men still in the prime of life
"who had seen service in Mexico in n

importance. In the present war
with Spain it w-Il be found that the
much longer course of experience in
tbe early '60s was m the highest de
gree educational. The jveterans then
old enough to rise to ominence are
lor the most part dead, or too old
sow to endure the hardships of the
camp, but it is safe to say that many
a roan who carried a musket then
will wear a sword now.
The state of Illinois furnished in
the Mexican war mx iegiments .and
lour independent companies, G,123
men in all. Few states did as well,
and no state bhowed so large a Ii6t
Idled on the battle field. Tbe
first Republican governor of the
state, Willliam H. Bissell, was one of
tbe colonels. General Shields, subse
qaent senator from Illinois and tvo
other Biates, led a brigade. But it
was the musket bearers of that war
who won most distinction, civil and
military. Gen. Logan was of their
number. Still in his teens when tbe
-war came, be joined the ranks of Illi
nois volunteers, and thus learned the
lessons that prepared him to achieve
tbe later distinction of being the
feremost volunteer officer of tbe
whole country, North or South. Gen
eral Oglesby and Co'onel Morrison
also served in tbe ranks of tbe Mexi
can war, and were thus educated for
high responsibility in the rebellion.
General Logan was able to go thro'
the entire war in the field, but both
Ogleeby and Morrison were early
wounded bo severely us to be unabje
to take part in the field service.
Logan and Oglesby became lieuten
ants, but none the less the rank and
file may clsim them both, and in
their luler careers may be read a sig
nificant prophecy.
The piesent head of the American
army, Gen. Nelson A. Miles, re
ceived bis eatly military education in
the civil war. Hardly more than a
boy when ke entered the service, he
Las never left it, and now be is thor
oughly equipped for the great re
sponsibilities thrust upon him. Like
Washington, he never had n day's
training in any other school. Nei
ther had Andrew Jackson, the only

general wno won renown in the war
of 1612. In the list of great
soldiers no name shines out with
greater luster than that of Clive,
whose military genius made India
