The establishment of a morning paper in The Dalles has long been felt to be a thing greatly desired by the reading public. Situated as this city is, the distributing point for a great section of country, with a pop ulation alive and awake to the might' events which are daily trans piring in all parts of the world, it has been n strange condition which has not allowed this enterprise to have been reached sooner. But circum stances Tiave heretofore never seemed to permit the outlay which the pub lication of a morning paper with complete telegraphic reports would necessarily ensue. The time has come, however, when The Chhoni cle will give to the citizens. ot The Dalles an opportunity to say whether or not they wish the news of the woTld laid before them every morn ing, or would prefer to depend upon meager bulletins and read the news twenty-four hours later. The sub scription price of the paper will not be increased, nor will the advertising rates be advanced. All Tub Ciutox lcuc warns is more subscribers and a greater number of advertisers, and it M contident the new venture vill prove a success. The citizens of The Dalles, with their accustomed liber ality, will not allow this opportunity Jor benefit to their town to fail of. proper support. The system of privateering as 'would most certainly be carried on "by Spain, if permitted, would simply amount to piracy. Its purpose would be private plunder, rather than hostile damage. Its prey rould be commerce, s victims mer chants. The declaration of Paris proclaims the abolition of piivatecr ing. That declaration has been en dorsed by every nation of conse quence except the United States, Uexico and Spain, although the United Stales, at the time, expressed sympathy with it, wishing to go even farther and make all private property acred in warfare. Yet, the way the matter stands, these three powers would be free to send forth priva teers if they choose. It has been suggested in order to forestall Spain's almost inevitable tesort to barbarism, that congress should repeal the navi gation laws, whichjprcvent American vracels from calling under a foreign ikg in time of war. But the recent action of the powers will obviate the necessity of this. Tribune. There need be no anxiety for the safety ot the battleship Oregon, which is ploughing tiie waters of the Pacific somewhere in the vicinity of Cape Horn. It was suggested in yesterday's despatches that some Spanish war vessels' wopld attempt to intercept the Oicon before she joined her sister ships; but any one 'wuo kfti studied the number unci con- dHioq of Spain's fighting vessels will -wwily conclude that none of them !,mb be spared from the work nearer kome to start on any cruise to run jMNMfc' of. tbe Oregon. Soon these noisy congressmen who have been attacking President Mo Kinley will bo consuming a great amount of time attempting to ex plain nwny their words.
