Wahhington, April 21. The North
Atlantic Squadron, it waa learned short
)y nftur .'J o'clock this afternoon, had
sailed for Havana from Key West. The
decision to send tlio fleet was reached at
tlie cuhinut meeting this afternoon.
Hurried orders were dispatched to the
fleet to establish a blockade at the en
trance tp Tlnvana harbor.
Later on the fleet will be supported by
troops, who will be dispatched to Cuba
as soon na in the opinion of tho president
it is possible to use them ytdvantagoualy
in the occupation of the island. Mean
while, as rapidly as troops can be rushed
to Key West aud and other points on
tliey South Atlantic and Gulf coasts,
they will be hurried forward. It is es
timated that it will take ten dayB to con
centrate hii army sufficient hi Bize with
supplies to mako the campaign.
It is the purpose to gather these troops
and make a sharp, decisive movement.
Immediately upon the passage of an
army volunteer bill by congress, the
president will call for 100,000 men. Of
this it is intended to use 80,000 men in
Cuba, in conjunction with the regular
army, now already assembled or assem
bling at points of concentration. The
remaining 20,000 men will aid the artil
lery departments in guarding the sea
coasts and in manning the heavy guns'
of the coast defense.

Washington, April 21. The follow
ing Is the text of the president's ulti
matum to Spain, as given out this morn
ing: ,
"April 20, 1808. Woodford, minister
of the United States, Madrid.: You
have been furnished with the text of tho
joint resolution voted by the congress of
the United States on the 10th iuat., and
approved today in relation to the paci
fication of the island of Cuba. In obe
dience to that act, the president directs
you to immediately communicate to the
government of Spain said resolution
with a formal demand upon the govern
ment of Spain to at once relinquish its
authority and government in the island
of Cuba and withdraw its land and naval
forces from Cuba and Cuban waters. In
taking this step tho Unitod States here
by disclaims any disposition or inten
tion to exercise eovereiguty, jurisdiction
or control over the island, except for the
pacification thereof, and nsserjts its de
termination thut when this is accom
plished to leave the government und
control of the island to its people under
such free and independent government
as tliey mayestaolish.
"If by the hour of noon on Saturday
next, tho 23d day of April, instant, there
be not communicated to this government
by the government of Spain, full and
satisfactory response to this demand
and resolution, whereby tho ends of
peace in Cuba shall be secured, tho pres.

quarters here announcing the following

Long will be cbief quartermaster during

the absence of Colonel fiabcock.

peace negotiations between Nicaragua
aud Costa Rico have failed. War is im
minent. The two armies are facing each
other near the frontier, scarcely half a
mile apart. The Nicaragua officers and

President Zelaya should leave them,
Business is now almost at a complete
standstill.

depot here, they were greeted by fully
