JVO FURTHER DELAY.
Unless the president shall today
make some satisfactory communica
tion to congress, or give an intimn
tton as to his immediate intentions,
it may be expected that this body
will refuse to longer delay the Cuban
question, and force the issue to a
crisis. The president's pacific policy
is commendable, says the Tribune,
bnt it now seems ns if Spain is trifling
with this government, and the fact
is she can no longer be trusted.
Treachery is characteristic of the
Spaniard, and there is no reason why
Sagasta should be allowed another
day.
There is no doubt whatever now
that there will be war unless-Spain
agrees to the demands made by the
United States. And it is not im
probable that before this week has
ended the two' countries will be wag
ing a bloody contest. This the
United States has endeavored to
avert, but our good intentions have
"been prostituted and our friendly
offers spurned, so that there is noth
ing left for us but enforce our de
mands. ,
The conflict will be n short one.,
and there can be but one result the
defeat of Spain. She can hope f or
no assistance from Europe, for every
civilized nation in the world is in
sympathy with the United States.
Jtnd Spain, already on the verge of
bankruptcy, will be ruined. It will
"be an unequal struggle, it is true,
"but it seems to be a. necessary one.
any length in defense of what is
riuht. Spain stands an cxccl'cnt
'chance of finding out the fact.

Perhaps one reason why .the Alsace-Lorraine
problem is an "ever
burning" one, as Mr. Theodore
Stanton declare? iq his interesting
communication from Paris, may be
because of the instruction on the
subject given in the public schools of
France. Art American who visited
a village school in Picardy a lew
yean since, saw fastened on the
inner side of the schoolhouse door,
where every boy could read 'it as he
left the building, a card on which
the schoolmaster bad printed, in bold
letters, VBpys of Jj'rance! Never
forget 1870! Never forget 3Ietz
and Strasbnrg!" The large map of
France, which hung on the wnl! also
taught its lesson of unforgetfulness,
having a heavy black line painted
around the lost territory of "Alsace
Lorraine." Public opinion is easily
molded in public schools.

Thero is no need talking arbitra
lion between the United States and
Spain. There is nothing to arbi
trate. The question of whether or
not thousands of 'people shall slowly
be tortured to death through process
of starvation is hardly one to be de
cided by argument or precedents.
For Christian humanity's sake the
mar in Cuba must cease. Nothing
short of this will be accepted by this
nation and, consequently there is
nothing at this time to arbitrate.
