Call for Republican County Convention
The Republican County Convention of Wnsco
county. Slate of Oregon, Is hereby called to meet
in Dalles Cltv, in tald county, on
Tednstay April O, 1808,
at the hour of 8 o'clock a. m. of sntd day, for the
purpose of iiomlnatlngc.milldates for the follow
ing county officers:
One County Commissioner, County Clerk,
Oount Sherlll, County Treasurer, County As
mmoi, County School Supeiintendent, County
Coroner and County Surveyor; also precinct of
ficers for the several precincts of said county:
and ten delegates, to the Republican State and
Second District Congressional Conventions, and
to transact such other business as may properly
come before said County Convention.
The convention will consist of 93 delegates
chosen by the several precincts, and the i-evernl
precincts of said county will bo entitled to repre
sentation in said convention as follows:

WAR.
It looks like war. The latest dii
patclics received toilaj stale that
Spain has refused to accede to Presi
dent MeKinley's demands and fur
ther correspondence is useless. If
such be the case, and there is no
reason to doubt, the beginning of
hostilities will not be delayed, and
"when they begin, the horrors of
modern warfare will have com
menced. For the slaughter, the sacrifices,
the destruction of property and an
guish to thousands of souls, Spain
will be responsible; America has not
begun this conflict. We have tried
in every way to bring a threatening
situation to a peaceful solution.
Our president has allowed the slan
derous words of a Spanish represent
ative to pass unheeded ; the destruc
tion of a favorite war vessel an.l the
death of two hundred aud fifty
American sailors has not officially
"been charged to Spain, though there
is not nn American who docs not
believe that the mine which sent the
Maine beneath the waters was fired
by a Spanish baud with devilish de
sign. Although humanity has been
crying out in piteous tones asking
that America stop the brutal murder
continually going on in Cuba, this
nation has allowed Spain to conduct
a warfare of its own peculiar meth
ods until no longer nn outraged civ
ilization can permit.
And now when the United States
asks that the struggle in Cuba cease,
Spain hurls back a defiant reply.
War will come of Spain's own choos
ing, nnd never was n conflict in n
more righteous cause undertaken by
any nation than tliat which is
about to be carried on by this gov
ernment. We are not seeking more
territory; we do not wish to trample
on the weak; there 'rae no personal
nor political ambitions to be served.
But we are demanding that the blot
which rests upon the record of the
Bineleenth century shall not become
deeper stained, and that this nation
wil! do what it can towards effacc-

that disaster is likely to prove effect
ive in making the United States a
rea'ly great nnval power. Already
highly important additions have been
made to our navy by purchase, and
there is probably more to follow in
the same line. But the great thing
is the impetus given to nnval con
struction right here in our own coun
try. The naval committee of the house
has reported its appropriation bill,
nnd it is now before the committee
of the whole. Besides making the
usual provision for maintaining the
navy, it provides for the building of
three battle-ships of the first class,
one to be called the Maine; sis torpedo-boat
destroyers; six torpedo
boats, one gunboat to take the place
of the Michigan on the lakes. The
fifteen seafaring vessels of three dis
tinct kinds arc to be constructed as
soon as possible, nnd they will ndd
greatly to th3 cffectlvenesr of our
navy.
From a naval point of view there
nre onlj two first-class powers, Great
Britain and France. There nre four
second-class powers, the United
States, Germany, Italy and Russia.
Spain belongs in the third class, with
Austria, and if nil the reported pur
chases have been made she is still a
third-classer. With the additions to
be made to our nuvj under this bill
the United States will easily be at
the head of the second class.
But the naval history of the world,
from the battle of Salamis down,
shows with especial emphasis that
individual skill and bravery is a
great factor in sea warfare. ?fo
country has herein a prouder record
than the land of Paul Jones, Deca
tur, Perry and Farragut.
