nieiniB committee decided this morning,
by n voto of eleven to five, on party lines,
to report the Tollur resolution for pay
ment of bonds in silver with tho recom
mendation that it bu not pnssed.
Tiiu committee met on special call at

attendance, with the exception of Me
Millin, Democrat, of Tennessee. Chair
man Dinirley at once brought forward

reported to tho house with the recom
mendation that it bo not passed. Iiailey
of Texae, in behalf of the Democrats,
moved to amend that it he reported
with the recommendation that it be
passed.
A vote on the Bui ley amendment was
firtt taken, resulting in its defeat, by u
volu of live to eleven, as follows : Yeas
Itailev, Wheeler, lioborts, McMillin,
BwatiHon, all Demoeratt ; noes Dingloy, i
Dnlzull, HopkiiiB, Grosvonor,- Husseil,
Dolliver, Steele, Johnson, I'ayne, EvauH
and Tawucy, all Kopublieans.
On the I'ayne motion tho provions
vote was reversed, all the Republicans
voting in the affirmative, and the Dem
ocrats in the negative. No amendments
were proposed, and no discussion was
indulged in as to the program, as Ding
ley stated that it would depend on the
action of the rules commit tee.
Following the session of the ways and
means committee, Speaker It end and
lis associates on tho committee on rules
assembled to determine on a course of
action. The committee- on rules decided
to take a final voto on the Teller lesolu
tion at 5 o'clock this afternoon. Bailey
objected to this but was overruled.

New York, Jan. Ill . Dr. Sanchez
Agrauionte, a general in tho Cuban in
surgent army, has just arrived from Eu
rope, bringing $10,000 raised in 1'aris for
the Cuban came. Dr. Agrainonte says
that popular sentiment in France is
strongly in favor of the success of tho
Cubans.
"Among the people of all classes," he
said, "there is a desiro that Cuba be
free. The French government is re
strained from taking any action In favor
of (Julm by the Froncb interest in Span
ish bonds.
"A part oi my mission abroad wns to
place belore the lied Cross society of tho
uMeront nations tho manner in which
our sick and wounded have been treated
in Cuba. I sent a manifesto to tho JJcd
Cross congress in Vienna and talked
with prominent physicians and oflicials
with a view to inducing Franco and
other nations to bring a pressure to bear
upon Spain to recognize our lied Cross
society in Cuba. All that we want is to
nave our wounded treated tho enmo as
those of other nations."
Dr. Agratnonio said that he had been
promised tho aid of persons of influence,
"it ho did not know whether Spain
would grant their requests or not.

Insurance Commissioner Clunie, declar
ing invalid the bonds of the foreign in
surance companiee, includes every fire
insurance company doing business in
the state not Incorporated under the
laws of California. It leaves the. great
volume in the hands of two local com
panies. The insurance men were all under the
impression that their bonds were suf
ficient and that that the bonds of all in
surance men doing business in the state
were perfectly good, and will make a
hard right.
